PERFORMANCE WORK STATEMENT
(ATTACHMENT G)
SURTASS-E Support Vessel
1.1 Mission: The Military Sealift Command (MSC) requests one US flagged or foreign flagged (to be reflagged US prior to delivery) vessel required to tow an acoustic array in support of U.S. Navy Operations.
1.2 Area of Operation: The vessel must be capable of worldwide operations. This includes support in all ocean basins of the world from the Artic to the Antarctic during all periods of time, when navigable and ice breaking certification is not required. The vessel operator must also be capable of sustaining the vessel worldwide.
1.3 Operating Scenario: The vessel will tow a passive acoustic monitoring system, between 4-6 knots, 24hrs/day for up to a 45 day event. The ship will need to be able to tow in a straight line for extended periods at slow speed. Because of the type of acoustic system employed, the ability of the vessel to maintain heading stability is critical.
1.4 Operational Support: Military Sealift Command Operations
1.5 Pre Delivery Site Survey (PDSS): The contractor shall permit government personnel to visit the ship no less than 10 days and no more than 30 days after award date to conduct a PDSS. The purpose of this PDSS shall be to, at a minimum, identify lay-down locations of Government Furnished Equipment (GFE), i.e. Sponsor Equipment, identify locations of electrical sources, and limit potential obstructions to SURTASS-E operations.
1.6 Attachments: The contractor shall adhere to the following attachments and provide reporting as detailed in the Contractor Data Requirement List (CDRL).

1.7 Government-Furnished Equipment (GFE): Government International Organization for Standardization (ISO) vans and support equipment listed in Table 1 below.

Mandatory Requirement
1 Vessel Classification and General Conditions
a. Shall be classed by an International Association of Classification Society (IACS) member.
b. Shall meet the requirements outlined in ABS Marine Vessel Rules (2021), or the equivalent certification standard of a IACS member
c. The vessel shall be US Flagged.
d. Shall be certified for Open Ocean Manned Operations per applicable USCG and/or ABS
(or IACS member) regulations.
e. A valid Certificate Of Inspection (COI) shall be maintained for the entire duration of vessel charter. The COI shall allow operations in accordance with 46 CFR Subchapter I - Cargo and Miscellaneous Vessels and must support the installation of GFE, i.e. Sponsor
Mandatory Requirement
Equipment, which consists of VANs that are Portable Accommodation Modules (PAMs) as defined by the US Coast Guard.
NOTE: The PAMs noted above in 1.e. are for GFE Sponsor Equipment and are not for berthing personnel accommodation as required below in 1.l.
f. The contractor shall confirm their ability to meet the citizenship and security clearance requirements found in the RFP Part V (a).
g. The following vessel security measures shall be required:
1. Provide access control such that only authorized Ship and government approved visitors are allowed onboard. Government will provide list of their authorized visitors.
2. In port, a ship roving watch will inspect the status of government spaces, locked or unlocked and manned, and report any unexpected conditions to a designated government representative. The rover shall inspect each of the secure containers at least once every four hours when they are unmanned. Each inspection shall include verifying that each secure container entrance door is closed, secured, and personnel shall write the current date, their initials, and the time of the inspection on the Standard Form 702 attached to outside of each entrance door.
3. When in a non-US controlled port facility, provide security at the gangway to prevent unauthorized access to the ship. (A non-military port i.e. any port that is not a U.S.
military or NATO member military base).
h. Shall provide emergency medical services (First Aid) to all embarked personnel.
i. Shall provide sufficient life-saving equipment to meet local regulatory and SOLAS requirements for all embarked SURTASS-E personnel.
j. Shall provide fire-fighting coverage of all SURTASS-E ISO vans and elements on deck using the ship’s existing firefighting equipment.
1. Class A, Class B, and Class C fire extinguishing capability to the deck area is required
2. Provide support for routine inspection, certification, and recharge services of portable fire extinguishers located within the mission system vans when the mission system is installed on the vessel.
k. The ship, with SURTASS-E installed, shall comply with all intact and damage stability criteria required by the ship's Flag Administration, Classification Society's Rules, and USCG Certificate. (Accommodation must be made to allow Government System PAM vans to be connected to the ship Public Address General Alarm (PAGA) system).
l. Vessel shall be capable for having berthing, victualing and accommodations for 30 SURTASS-E personnel. 4 officer equivalent, 26 unlicensed equivalent. Berthing and accommodations must be located within the skin of the ship (no modules allowed on deck). The berthing and accommodations shall be as follows:
1. Four (04) staterooms for individual occupancy – For use by Military Officers In
Charge (Commissioned Officer, Chief Warrant Officer and or Chief Petty Officer), Senior SOC Technician (STA) and or senior civilians as identified by MSC (equivalent to Licensed Officers).
2. Two (02) to four (04) person staterooms to accommodate twenty-six (26) personnel – junior enlisted, technicians and persons not in a leadership/management position (equivalent to Unlicensed Mariners).
m. The vessel may be forward deployed in locations that may pose logistical challenges. The contractor shall ensure the vessel is mission ready at all times.
n. The vessel cannot have any mandated USCG or ABS inspections that require in port periods longer than seven days during the first year of charter.
1. Contractor shall be required to provide a minimum of 90 day notice of any maintenance availabilities and shall coordinate so as to not interfere with the mission
2. Contractor must have representation at all planning conferences.
a. In person representation
b. Three times per year
c. Costs shall be included within daily charter rate and will not be reimbursable.
3. Contractor shall provide a 12 month maintenance schedule within 30 days of award and
Mandatory Requirement
a. Annually thereafter, within 10 days of commencement of Option periods.
2 Vessel Characteristics - General
a. Vessel shall be capable of supporting an operations cycle of 60 days at sea un-replenished, and
1. 4000 NM transit non-stop; followed by a up to 45 days towing at 4-6 knots
2. Minimum Transit Speed of 10 knots sustained with mission load, laden.
b. Operating Speed:
1. Vessel shall be able to tow a long line acoustic system at 4-6 knots for 24 hours/day and maintain course within 5 degrees of desired heading in sea state 5.
a. During towing operations, the vessel shall provide any equipment required to safely transverse to and from the mission system vans and the superstructure of the vessel through sea state 5.
2. Turning Rates: The ship must be capable of making controlled turns at 5 degrees/minute in sea state 5.
3. Deployment & Retrieval: The vessel shall be capable of maintaining a stable heading (within 5 degrees of desired course), while deploying and retrieving the acoustic system at speeds varying between 1-2 knots, for periods no less than 4 hours.
4. During towing operations, the ship steerage shall not endanger the acoustic system by creating a thrust direction that would bring the acoustic system into contact with the ship propulsion or steerage equipment.
5. Shall be able to conduct aft deck launch and recovery operations at 1-2 knots in Sea State 4.
NOTE: Sea states are as defined in NATO Standardization Agreement 4194 (Edition 1) “Standardized Wave and Wind Environments and Shipboard Reporting of Sea Conditions” (1983) as Amended (1985).
Sea State 4: wind 16-21 knots, wave heights 1.2-2.5m
c. Seakeeping:
1. Shall be able to tow the acoustic system on any heading at 4-6 knots in Sea State 5.
2. Shall be able to transit in Sea State 5.
NOTE: Sea states are as defined in NATO Standardization Agreement 4194 (Edition 1) “Standardized Wave and Wind Environments and Shipboard Reporting of Sea Conditions” (1983) as Amended (1985).
Sea State 5: wind 22-27 knots, wave heights 2.5-4.0m
d. Maximum freeboard at the mission deck, in the location the stern platform will be located, shall not exceed 15 ft. (4.572 m).
NOTE: The ship may be ballasted to achieve this maximum freeboard, provided it does not violate USCG or Classification Society regulations regarding stability.
If ballasted to achieve freeboard, new list & trim shall not exceed 5 degrees.
e. The maximum freeboard at the deck location where the vertical poles identified in paragraph 3.m. are installed shall allow the pole to be deployed and have a minimum clearance of 3.28ft (1 meter) below the vessel draft.
f. Shall have a deck cargo loading capacity of 615 lb./ft² (3 MT/m²).
g. Shall have a minimum deck load capacity 100 Long Tons.
h. Shall provide 150 kW of 480 VAC +5% to -10% (per ANSI C84.1-2006), 3-phase, Delta, 50-60 Hz 200 Amp electric power. Power shall be stable and available 24 hr./day during mobilization, deployment, and de-mobilization. Power distribution panel shall be located no more than 100 ft. forward of stern or within 75 linear feet of the Mission System Power Distribution van, whichever is less. The nominal location of the mission power distribution van is illustrated in Diagram 1.
Note:
1. The vessel shall provide electrical service via either one (1) 200 Amp service or Two
(2) 100 Amp service.
2. Non-permanently installed generating equipment must not contribute to the radiated noise of the vessel in excess of the requirements outlined in Requirement 4 of this section.
3. Emergency back-up power shall be available (within 5 minutes) for SURTASS-E equipment.
Mandatory Requirement
i. Shall provide up to 500 gallons/day (1893 liters) of non-potable freshwater, no hydrocarbons, to the fantail for wash down of SURTASS-E equipment. Vessel shall provide connection to SURTASS-E systems if required.
j. Shall provide up to 40 gallons/min (151 liters) of seawater at a minimum of 50 psi to the fantail for cooling of the SURTASS-E equipment. Vessel shall provide a connection to SURTASS-E in the vicinity of the Hydraulics VAN.
k. Shall provide workshop-quality (filtered) compressed air to fantail for tools such as air driven wrenches.
l. Shall provide a shipboard crane with a 5 ton capacity, sufficient to lift equipment from the pier to the ship.
3 Vessel Characteristics - Mission System Support
a. The vessel shall have a clear weldable deck area of a minimum of 4500 ft2 (418.1 m2).
Area shall be clear of any emergency hatches or scuttle locations. The ships deck area must accommodate the installation and welding of the mission system as identified in Diagram 1. The deck layout identified in Diagram 1 represents the nominal deck configuration as currently employed. Adjustments to the location of the major components, shown in Diagram 1, may be allowed to support vessel underlying deck structural configuration and allowable deck loading. The installed government mission equipment can be considered as three regions that may have their physical location modified from the nominal location within the constraints listed below.
NOTE: If the offeror chooses to propose a deviation from Diagram 1; they must submit drawing(s) and detailed narrative(s), with their proposal, to support such a change.
Technical acceptability is subject to the government’s concurrence. The three areas are:
1. Over-boarding chute and handling platform; The chute and handling platform shall be located immediately adjacent to the transom of the vessel. No deviation in the location is authorized. This chute and handling platform will be installed in the deck footprint identified in paragraph 3.d. and 3.g.
2. The winch and On Board Repair Parts (OBRP) Module Stowage Reels, and supporting integration framing and foundations; The winch and OBRP Module Stowage Reels vans positioning can vary from being located immediately forward of the handling platform, to a location where the aft most section of the winch frame is no greater than twelve (12) feet forward of the over-boarding platform. The relative position, port and starboard, of the winch and handling platform cannot be changed.
The winch and van position may only be adjusted forward and aft.
3. Portable Accommodation Module (PAM) and supporting integration framing foundations (forward 6 or 9 vans).; PAMs for the mission system shall be installed in a two or three row configuration as illustrated in SURTASS-E Van Configuration Drawing (SES-D-00169). The installation of 6 or 9 units is at the discretion of the government. These vans represent the primary manned vans. The PAM structure and supports may be located immediately forward of, and adjacent to, the OBRP modules van or moved forward on the deck not to exceed 50 feet from the axial center of the winch. The PAM section is not required to be aligned linearly with the areas in section 3.a.1 or 3.a.2. However, the section orientation cannot be changed from that shown where the long axis of the PAM units is forward/aft relative to the ships centerline. The secondary intent is to allow the PAM section to be located further forward to minimize the amount of open deck that personnel must transit during heavy seas.
b. When the government equipment is placed on deck, the following additional conditions must be satisfied:
1. In the deck area adjacent to, and aft of the mission system VAN location, there can be no height obstruction greater than 15 feet.
2. Additionally, the only allowable obstruction can be within a zone +/- 45 degrees, as measure from the centerline of the forward most center VAN, when installed on the deck, as illustrated in Diagram 1.
3. The allowable obstruction restriction of paragraph 3.b.1. and 3.b.2. applies to the forward most row of vans in the 7 van configuration and from the center row of vans in the 10 van configuration.
4. All deck area must be co-located on one level.
Note: Current government ISO mounting hardware is approved by ABS for single
Mandatory Requirement deck configuration.
5. Any proposed deck configuration changes, that differ from Diagram 1, must provide the equivalent deck area as outline within Diagram 1. Additionally, all sides of the winch or any van must be accessible and have a minimum of 4 feet of clearance.
c. All deck space must allow the installation of high cube ISO containers on a GFE Support system. ISO Containers fall under ISO, ABS, and US Coast Guard regulations.
d. The vessel shall have a stern area allowing the installation of a stern/over boarding section of 30 ft. x 50 ft. (9.14 m x 15.74 m) immediately forward of transom for deployment & retrieval of the government mission system.
e. The 30 ft. (9.14 m) dimension, identified in paragraph 3.d. shall be along the transom.
The transom section shall allow for an opening to sea on the stern that must accommodate a 17-foot wide over-boarding chute and associated deck mounting hardware (see diagram 1).
f. Exclusive of the stern/over boarding section, (3.d), the remaining deck shall be no smaller than 3000 ft2 (278.7 m2). This deck area must allow for an ISO van layout of 36
ft. x 74 ft. (11 m x 22.5 m) as illustrated in SURTASS-E Van Configurations Drawing (SES-D-00169) for the three row configuration.
NOTE: The SURTASS-E current ABS approved footprint can be found in the ship Deck Layout, Diagram 1. Exact deck layout will be based on vessel selection.
g. The vessel shall provide sufficient opening of any stern wall to provide for the unobstructed over-boarding of the SURTASS-E Acoustic system via the stern chute. A minimum of an 18.5 ft. (5.64 m) opening shall be required, which is included in paragraph (3.d), 30 ft. x 50 ft. The centerline of the opening must be the same as the centerline of the deck space for the winch specified in paragraph (3.d).
h. The deck shall be coplanar with a maximum vertical deviation of 2 in (5.1 cm) when measured from the transom to 50 ft. (15.74 m) forward of the transom for SURTASS-E Winch/Acoustic system Handling Equipment.
i. There shall not be any Ship’s deck hardware with a vertical height of 2 in. (5.1 cm) or greater from the deck in the way of SURTASS-E bases.
NOTE: This includes any retractable deck equipment that is needed for routine operations of the vessel to include mooring or maneuvering with tugs.
j. Deck attachment shall support welding of mating structures for mission system. The deck may be fitted with standard ISO container attachment points to allow securing acoustic system equipment to deck. Anticipate welding approximately 390 T-joint welds to attach government hardware to the platform IAW ABS requirements. See Diagram 2.
k. Shall support winch tow loading of 75,000 lbs. (333,616 Newtons). Tow load (bollard pull) will be 6,500–17,000 lbs. (28,913 – 75,620 Newtons).
l. Freeboard at the mission deck and gunwale shall allow for the deployment of three 10-30
ft. (3.05-9.14 m) vertical poles. All poles may be deployed over the side during towing operations. The 3 over boarding poles will be supported by 6 welded platforms, see Diagram 3.
m. The vessel shall provide location (inside the skin of the ship, main deck or higher, and near the berthing area) for a GFP small arms locker, which will be welded to the deck per AT/FP requirements.
1. The size of the Ready Service Locker (RSL) which will securely store the Ships self-defense and embarked security team ordnance is: L94” X W65” X H71” Approximate shipping weight is 2500 lbs.
2. The size of the Class V weapons safe for ships self defense is: H51 ¾” X W22” X D39” Approximate shipping weight is 1080 lbs.
n. The vessel shall provide a shore-based ABS certified welder(s) for mobilization & de-mobilization, and a shipboard qualified welder for incidental services required by the government. Welding services during mobilization must support installation and certification of welded deck attachments identified in Diagram 2 and the over boarding poles identified in paragraph 3.m. All welding work must be completed and certified by any required regulatory at the contractor’s expense. The start of installation is when the ship is pier side and all material, fixtures and jigs are available at the installation location.
The vessel is responsible to provide any gas free engineering services, or other services
Mandatory Requirement necessary to support welding on the deck. These costs should be included in the contractor’s daily charter rate.
o. The vessel shall provide VSAT/INMARSAT capability as a secondary means of communication for command, control and coordination.
1. Due to the extreme Northern Latitudes/Operating Area, an increased bandwidth is required – 4M X 2M (download/upload) capability for all operating areas.
2. Contractor shall incorporate cost for said service in their daily charter hire rate.
3. The following countries identified are a sample listing of known areas of operation and is not all-inclusive as the vessel shall be available for world-wide assignment:
Iceland, Azores, Norway, England and the Mediterranean.
4 Vessel Characteristics - Radiated Noise
a. During normal towing operations (4-6 knots), the ship radiated noise should not exceed the requirements as set forth in the American Bureau of Shipping (ABS) Guide for the Classification Notation – Underwater Noise (July 2018), Underwater Noise (UWN) requirements for Research Vessels, subsection 3/5 or other classification society equivalent.
b. Offerors must provide with their proposal, objective quality evidence, test reports, or information, from any accredited noise and vibration organization, showing how the vessel being supplied does not exceed a threshold established in paragraph (4.a).
c. Ship radiated noise profile excursions are permissible if the broadband noise source is no greater than 3dB, and, or any narrow band source is no greater than 15dB above the requirements of part (4.a). No more than 5 narrowband sources greater than 15dB will be considered acceptable. The offeror must clearly demonstrate how the noise source can be mitigated. The determination of whether or not a source is, or can be adequately mitigated is at the sole discretion of the government.
d. The vessel must maintain the acoustic standard in paragraph 4.a. and 4.c. throughout entire period of the charter.
1. The vessel must have the hull cleaned within 30 days prior to vessel delivery.
2. The Contractor shall ensure the vessel’s hull is cleaned at a minimum on an annual basis.
3. All hull cleanings are at the contractor’s expense and should be included in their daily charter rate.
NOTE: The government reserves the right to verify that the vessel meets the radiated noise requirement (4.a) upon delivery and throughout the contract period.
1.9 CONSOLIDATED LIST OF DOCUMENT/DRAWING/CERTIFICATION/REPORT REQUIREMENTS TO BE
SUBMITTED AS PART OF OFFEROR’S PROPOSAL PACKAGE:
1. Provide certificates for Proof of Class, US Flagged, Certified Open Ocean Manned Operations and COI (1.a.- 1.e.)
2. Request general arrangement drawing verifying berthing and accommodations for 30 embarked USG personnel (1.l., 1.l.1. & 1.l.2.)
3. Request general arrangement drawing, or proposed vessel schematic markup, for any equipment required to safely transverse to and from the mission system vans and the superstructure of the vessel through SS5. (2.b.1.a.)
4. Request general arrangement drawing to verify the maximum freeboard at the mission deck, in the location the stern platform will be located, shall not exceed 15 ft. (2.d.)
5. Request general arrangement drawing to verify the maximum freeboard at the deck location where the vertical poles (para. 3.m.) are installed, shall allow the pole to be deployed and have a minimum clearance of 3.28 ft. below the vessel draft (2.e.)
6. Request general arrangement drawing to verify the location of 5 ton onboard crane (2.l.)
7. Request general arrangement drawing to verify a clear weldable deck area minimum of 4500 ft.² (3.a.)
8. Request general arrangement drawing with markup to verify the over-boarding chute and handling platform will be located immediately adjacent to the transom and that there is no deviation from the deck footprint identified in 3.d. and 3.g. (3.a.1.)
9. Request general arrangement drawing with markup to verify intended placement of the winch and OBRP Module Stowage Reels (3.a.2.)
10. Request general arrangement drawing with markup to verify the ability to install the PAMs and supporting integration framing foundations in both two and three row configurations. (3.a.3.)
11. Request general arrangement drawing verifying there is no height obstruction greater than 15 ft. (3.b.1.)
12. Request general arrangement drawing verifying that any allowable obstructions fall within +/- 45 degrees as measured from the centerline of the forward most VAN (3.b.2.)
13. Request general arrangement drawing verifying the allowable obstruction restrictions of 3.b.1. & 3.b.2. applies to the forward most row of vans for the 7 van configurations and from the center row of vans in the 10 van configuration (3.b.3.)
14. Request general arrangement drawing verifying the deck area is co-located on one level (3.b.4.)
15. Request general arrangement drawing with markup to verify any proposed deck configuration changes provide equivalent deck area and all sides of the winch and any van have a minimum of 4ft. accessible clearance (3.b.5.)
16. Request general arrangement drawing with markup to verify a stern area allowing for the installation of a stern/over boarding section, 30 ft. wide x 50 ft., is available immediately forward of the transom for the deployment & retrieval of the mission system (3.d.)
17. Request general arrangement drawing with markup to verify the 30 ft. dimension in 3.d. shall be along the transom and shall allow for an opening to sea on the stern that must accommodate a 17 ft. wide over-boarding chute and associated deck mounting hardware (3.e.)
18. Request general arrangement drawing with markup to verify the remaining deck, exclusive of 3.d., shall be no smaller than 3000 ft² and also allows for ISO VAN layout of 36 ft. x 74 ft. to allow for a three row VAN configuration (3.f.)
19. Request general arrangement drawing with markup to verify there is sufficient opening of any stern wall to provide an unobstructed over-boarding of the acoustic system via the stern chute. A minimum of an 18.5 ft. opening is required (which is included in the paragraph 3.d. 30 ft. x 50 ft.). The centerline of the opening must be the same as the centerline of the deck space for the winch specified in paragraph 3.d. (3.g.)
20. Request general arrangement drawing with markup to verify there is sufficient freeboard at the mission deck and gunwale to allow for the deployment of three 10-30 ft. vertical poles. All poles may be deployed over the side during towing operations. (3.l)
21. Request objective quality evidence, test reports, or information, from any accredited noise and vibration organization, showing how the vessel being supplied does not exceed a threshold established in paragraph 4.a. (4.b.)
22. Request the offeror clearly demonstrates how any permissible noise source can be mitigated according to the parameters and requirements set forth in 4.a., 4.b. and 4.c. (4.c.)
1.10. Annex 16 Safeguarding Covered Defense Information and Cyber Incident Reporting:
1. System Security Plan and Plans of Action and Milestones (SSP/POAM) Reviews
a) Within thirty (30) days of contract award, the Contractor shall make its System Security Plan(s) (SSP(s)) for its covered contractor information system(s) available for review by the Government at the contractor’s facility. The SSP(s) shall implement the security requirements in Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.204-7012, which is included in this contract. The Contractor shall fully cooperate in the Government’s review of the SSPs at the Contractor’s facility.
b) If the Government determines that the SSP(s) does not adequately implement the requirements of DFARS clause 252.204- 7012 then the Government shall notify the Contractor of each identified deficiency. The Contractor shall correct any identified deficiencies within thirty (30) days of notification by the Government. The contracting officer may provide for a correction period longer than thirty (30) days and, in such a case, may require the Contractor to submit a plan of action and milestones (POAM) for the correction of the identified deficiencies. The Contractor shall immediately notify the contracting officer of any failure or anticipated failure to meet a milestone in such a POAM.
c) Upon the conclusion of the correction period, the Government may conduct a follow-on review of the SSP(s) at the Contractor’s facilities. The Government may continue to conduct follow-on reviews until the Government determines that the Contractor has corrected all identified deficiencies in the SSP(s).
d) The Government may, in its sole discretion, conduct subsequent reviews at the Contractor’s site to verify the information in the SSP(s). The Government will conduct such reviews at least every three (3) years (measured from the date of contract award) and may conduct such reviews at any time upon thirty (30) days’ notice to the Contractor.
2. Compliance to NIST 800-171
a) The Contractor shall fully implement the CUI Security Requirements (Requirements) and associated Relevant Security
Controls (Controls) in NIST Special Publication 800-171 (Rev. 1) (NIST SP 800-171), or establish a SSP(s) and POA&Ms that varies from NIST 800-171 only in accordance with DFARS clause 252.204-7012(b)(2), for all covered contractor information systems affecting this contract.
b) Notwithstanding the allowance for such variation, the contractor shall identify in any SSP and POA&M their plans to implement the following, at a minimum:
(1) Implement Control 3.5.3 (Multi-factor authentication). This means that multi-factor authentication is required for all users, privileged and unprivileged accounts that log into a network. In other words, any system that is not standalone should be required to utilize acceptable multi-factor authentication. For legacy systems and systems that cannot support this requirement, such as CNC equipment, etc., a combination of physical and logical protections acceptable to the Government may be substituted;
(2) Implement Control 3.1.5 (least privilege) and associated Controls, and identify practices that the contractor implements to restrict the unnecessary sharing with, or flow of, covered defense information to its subcontractors, suppliers, or vendors based on need-to-know principles;
(3) Implement Control 3.1.12 (monitoring and control remote access sessions) - Require monitoring and controlling of remote access sessions and include mechanisms to audit the sessions and methods.
(4) Audit user privileges on at least an annual basis;
(5) Implement:
i. Control 3.13.11 (FIPS 140-2 validated cryptology or implementation of NSA or NIST approved algorithms (i.e.
FIPS 140-2 Annex A: AES or Triple DES) or compensating controls as documented in a SSP and POAM); and,
ii. NIST Cryptographic Algorithm Validation Program (CAVP) (see https://csrc.nist.gov/projects/cryptographic-algorithm-validation-program);
(6) Implement Control 3.13.16 (Protect the confidentiality of CUI at rest) or provide a POAM for implementation which shall be evaluated by the Navy for risk acceptance.
(7) Implement Control 3.1.19 (encrypt CUI on mobile devices) or provide a plan of action for implementation which can be evaluated by the Government Program Manager for risk to the program.
3. Cyber Incident Response:
a) The Contractor shall, within fifteen (15) days of discovering the cyber incident (inclusive of the 72-hour reporting period), deliver all data used in performance of the contract that the Contractor determines is impacted by the incident and begin assessment of potential warfighter/program impact.
b) Incident data shall be delivered in accordance with the Department of Defense Cyber Crimes Center (DC3) Instructions for Submitting Media available at http://www.acq.osd.mil/dpap/dars/pgi/docs/Instructions_for_Submitting_Media.docx. In delivery of the incident data, the Contractor shall, to the extent practical, remove contractor-owned information from Government covered defense information.
c) If the Contractor subsequently identifies any such data not previously delivered to DC3, then the Contractor shall immediately notify the contracting officer in writing and shall deliver the incident data within ten (10) days of identification.
In such a case, the Contractor may request a delivery date later than ten (10) days after identification. The contracting officer will approve or disapprove the request after coordination with DC3.

4. NCIS/Industry Monitoring
a) In the event of a cyber incident or at any time the Government has indication of a vulnerability or potential vulnerability, the
Contractor shall cooperate with the Naval Criminal Investigative Service (NCIS), which may include cooperation related to:
threat indicators; pre-determined incident information derived from the Contractor's infrastructure systems; and the continuous provision of all Contractor, subcontractor or vendor logs that show network activity, including any additional logs the contractor, subcontractor or vendor agrees to initiate as a result of the cyber incident or notice of actual or potential vulnerability.
b) If the Government determines that the collection of all logs does not adequately protect its interests, the Contractor and NCIS will work together to implement additional measures, which may include allowing the installation of an appropriate network device that is owned and maintained by NCIS, on the Contractor's information systems or information technology assets. The specific details (e.g., type of device, type of data gathered, monitoring period) regarding the installation of an NCIS network device shall be the subject of a separate agreement negotiated between NCIS and the Contractor. In the alternative, the Contractor may install network sensor capabilities or a network monitoring service, either of which must be reviewed for acceptability by NCIS. Use of this alternative approach shall also be the subject of a separate agreement negotiated between NCIS and the Contractor.
c) In all cases, the collection or provision of data and any activities associated with this statement of work shall be in accordance with federal, state, and non-US law.
Government Furnished Equipment:
The Mission system is designed to be a self-contained accredited Military System, capable of rapid mobilization on a Vessel of Opportunity (VOO). Items 1- 9, provide minimum capability for all mobilizations. Items 1-8 are ISOVAN based system components which are mounted on an ABS approved support structure to distribute the load. Item 1- Winch and Acoustic System Handling System with stern chute, Item 2 – Hydraulic Power Unit for the winch, Item 3 - OBRP Module Storage Reels, Item 4 - Processing equipment, Item 5 – Technician/Operators, Item 6 - C4I Suite for communications, Item 7 - Acoustic system workshop, Item 8 - Power Distribution Unit, Item 9 - Deck Equipment Support Structures & Mounts (to include 6 “platforms”). Items 10-12 support the alternate mission system configuration and may be installed at the discretion of the government.
