Attachment G: Desired Capabilities Questionnaire

Instructions

The following questionnaire is designed to assist the Government in understanding how an Offerors proposed approach will incorporate the list of currently desired capabilities. Offerors are encouraged to evaluate their proposals accurately, however the Government reserves the right to make final determination of their assessment of the Offeror’s proposed system against the criteria based on the information provided, or not provided, in their proposal. For each capability, the Offeror is requested to also provide either a justification, to allow the Government a better understating of what capability the Offeror is proposing rather than just a simple response to the desired capabilities. Justifications may reference other portions of the proposal to allow for overall brevity.

For each desired capability, the Offeror is asked to provide one of the following responses:

• ‘Meet Threshold’ – Means that the proposed system will provide capability either meeting, or exceeding, the capability requested by the Government at the threshold level. Specify if this will be demonstrated by PDR or CDR.

• ‘Meet Objective’ – Means that the proposed system will provide capability either meeting, or exceeding, the capability requested by the Government at the Objective level. If a system will meet both the threshold and objective this should be stated by ‘Meet Objective’ designation. Specify if this will be demonstrated by PDR or CDR.

• ‘Partially Meet’ – Means that the proposed system will provide the desired capability in a partial manner, such that it meets most of the threshold level capability but not all the requested attributes. Provide an explanation of what part is met and if it will be met by PDR or CDR.

• ‘Future Capability/Does Not Meet’ – Means that the proposed system will not provide the capability during PDR or CDR as currently requested. A description of any capability in that capacity, or the limitation of providing that capability, should be provided in the justification section.

• ‘Alternative Capability’ – Means that the Offeror believes that they have a design which will provide service equal, or better, then the desired capability requested by the Government. Note that this statement will need strong justification within the proposal.

• ‘Not Applicable’ – Means that the Offerors proposal will not have the specified component or other item per the capability such that the requested capability is not applicable to their system. Provide an explanation on why the capability is not applicable.

Gamma Detection

The device shall accurately display exposure rate or ambient dose equivalent rate readings.

Safety Alarm An alarm shall be provided to alert the user that the ambient radiation intensity is above a user-selected threshold level (typically 2mR/hr).

Distinct audible and visible alarm when the radiation field exceeds alarm setting.

Distinct audible, visible, and tactile alarm when the radiation field exceeds alarm setting.

Settable Safety Level

The device shall provide a user-definable safety alarm setting.

Settable threshold based on exposure rate/dose rate.

Gamma False Alarm

Device shall have a low rate of gamma false detections.

≤1 false gamma alarm in 8 hours when operated in a stable background environment.

≤1 false gamma alarm in 12 hours when operated in a stable background environment.

Localize Device shall support the operator in localizing a radiation source.

Indicate rise and fall of counts using a time series plot with a maximum of 1 second time intervals.

In addition to the threshold provide directionality to a gamma source.

Radionuclide Library

The device shall have a library of radionuclides/reactions that can be identified

Unshielded

The device shall correctly identify with a Probability of Identification (PID) ≥ 80% the present radionuclides that are unshielded and produce 50 μR/hr above background at the reference point of the gamma detector, with the exception of NORM (Ra-

226. Th-232, K-40) that are to be 20 μR/hr above background.

PID HEU Device shall correctly identify, with a Probability of Identification (PID) ≥ 80%, 70 grams of High Enriched Uranium (HEU) metal at a distance of 25 cm in the following configurations:

i. Unshielded

ii. Shielded by 6.0 cm of 304 stainless steel (8.0g/cc)

iii. Shielded by 15cm of graphite (2.25g/cc)

Objective = Threshold

CR-

PID WGPu Device shall correctly identify, with a Probability of Identification (PID) ≥ 80%, 70 grams of Weapons Grade Plutonium (WGPu) metal at a distance of 25 cm in the following configurations:

i. Unshielded

ii. Shielded by 1.0 cm of tungsten (19.25g/cc)

iii. Shielded by 6.0 cm of 304 stainless steel (8.0g/cc)

iv. Shielded by 15cm of graphite (2.25g/cc)

Objective = Threshold

CR-

PID DU The device shall correctly identify, with a Probability of Identification (PID) ≥ 80%, 3.9 Kilograms of Depleted Uranium (DU) metal at a distance of 25 cm in the following configurations:

i. Unshielded

ii. Shielded by 1.0 cm of tungsten (19.25g/cc)

Objective = Threshold

PID Multiple Isotopes

The device shall be able to identify multiple radionuclides simultaneously with a probability of correct identification ≥ 80% when each source is producing 50 μR/hr above background at the reference point of the gamma detector.

All cases of two radionuclides. The following are the minimum to be demonstrated for compliance.

a)Cs-137 + DU

b) Tc-99m+ HEU

c) Tl-201+ HEU

d) Ga-67+ HEU

e) I-131+ WGPu

f) NORM + HEU

g) NORM + WGPu

Threshold plus three or more non-NORM radionuclides. The following are the minimum to be demonstrated for compliance.

a) WGPu + Co-60 + Ba-133

b) HEU + Ir-192 + Co-60

c) Cs-137 + Co-60 + Ba-133

Unidentified An indication shall be displayed (e.g., “not identified”) if the device indicates the presence of a source but is not able to identify a radionuclide.

Display not identified for a radionuclide having an exposure rate 50 uR/hr above background after 2 minutes exposure that is not in the device library; where the radionuclide may be removed from the radionuclide library for the test.

ID Within 2 Min

The device shall identify present radionuclides with a minimal spectrum acquisition duration.

≤ 2 minutes ≤ 30 seconds

ID Confidence Device shall provide indication as to the confidence of the radionuclides identified.

The device shall transfer data to ancillary devices.

Display The display shall provide operationally relevant indications and information

e) Count rate is too high for radionuclide identification

f) Radiological over-range conditions (e.g., “over-range” or “high counts”)

g) Radionuclide categorization, identification, and confidence indicator

h) Access mode (e.g., routine or restricted)

i) Battery status

j) Operational status (e.g., normal, calibration needed, stabilization needed)

k) Radiation protection alarm

l) High or low detector count rate conditions indicative of a detector failure

m) Energy stabilization or calibration invalid or not acceptable
