About this file

This document is the Commonwealth's response to the second set of vendor questions for RFP 758 2500000122, issued by the Kentucky Department of Corrections (KYDOC) for Reentry Service Center and Recovery Services. The RFP addresses the establishment and operation of facilities to house individuals under probation and parole supervision or reduced-custody inmates who do not require secure confinement. Vendors are expected to be prepared to accept clients immediately upon contract approval rather than develop facilities post-award. The Commonwealth clarified that there are no minimum or maximum bed requirements; instead, vendors will specify available bed capacity and KYDOC will allocate placements based on operational needs within specific geographic areas.

The response addresses facility security requirements, clarifying that barbed wire and other secure perimeter features are not necessary given the low-custody status of the target population. This indicates a community-based or transitional housing model rather than a secured correctional facility. The document reflects KYDOC's intent to establish a flexible contracting framework where multiple vendors can participate based on their available capacity and geographic service areas, with the Commonwealth managing bed allocation and client placement decisions according to demand.

Do we have to currently have the site for a RSC developed, or once awarded the contract, develop it?It is the intent of KYDOC for the Vendor to be prepared to take clients upon approval of the contract.
Is there a minimum or maximum on the number of offenders it should support? There is no minimum or maximum on the number of beds required at a Recovery Service Center. In previous solicitations, Vendors would provide KYDOC with the number of beds they had available and based on KYDOC's needs in that area, we would fill the bed available as needed.
Does the building have to have bobwire or anything like that to ensure people cannot leave? No - Individuals housed in these facilities are either under probation and parole supervision or inmates who are reduced custody and do not require placement at a secured facility.
