About this file

This document is a vendor question and response form for Request for Proposal (RFP) 758 2500000122, issued by the Kentucky Department of Corrections (KYDOC) for Reentry Service Center and Recovery Kentucky Center services. The RFP seeks vendors to provide residential facilities for offenders under probation, parole supervision, or reduced custody. The document clarifies key operational details, including that there is no mandated minimum or maximum number of beds required for a Recovery Service Center, and facilities do not need to be secured with features like bobwire, as residents are lower-risk individuals.

The response form indicates that selected vendors should be prepared to accept clients immediately upon contract approval. The facilities are intended to support offender rehabilitation and transition, with KYDOC historically matching available beds to organizational needs. The document suggests flexibility in facility design and capacity, allowing vendors to propose solutions that meet the department's reentry and recovery support objectives. No specific pricing, funding sources, or contract financial terms are detailed in this particular document, which appears to be focused on clarifying operational expectations and vendor qualifications for the proposed service centers.

Do we have to currently have the site for a RSC developed, or once awarded the contract, develop it?It is the intent of KYDOC for the Vendor to be prepared to take clients upon approval of the contract.
Is there a minimum or maximum on the number of offenders it should support? There is no minimum or maximum on the number of beds required at a Recovery Service Center. In previous solicitations, Vendors would provide KYDOC with the number of beds they had available and based on KYDOC's needs in that area, we would fill the bed available as needed.
Does the building have to have bobwire or anything like that to ensure people cannot leave? No - Individuals housed in these facilities are either under probation and parole supervision or inmates who are reduced custody and do not require placement at a secured facility.
