About this file
This document is a vendor question response form for RFP 758 2500000122, issued by the Kentucky Department of Corrections (KYDOC) for a Reentry Service Center & Recovery Kentucky Center contract. The solicitation seeks a vendor to provide a facility for housing and supporting offenders transitioning back into society, with no specified minimum or maximum bed capacity. KYDOC intends for the selected vendor to be prepared to accept clients immediately upon contract approval, with the facility housing individuals under probation and parole supervision or inmates with reduced custody status.
The facility does not require high-security features like barbed wire, as the residents are considered lower-risk individuals in transition. The procurement approach appears flexible, with KYDOC previously selecting vendors based on available bed capacity and matching those resources to organizational needs in specific geographical areas. The document suggests the contract will involve placing offenders in a recovery service center environment that supports rehabilitation and reintegration, with the vendor playing a critical role in managing and supporting the transition of individuals from correctional settings back into community settings.
