About this file

This document is a Vendor Question Form for Request for Proposal (RFP) 758 2500000122 issued by the Kentucky Department of Corrections (KYDOC) for Reentry Service Center & Recovery Kentucky services. The RFP addresses the establishment of recovery service centers for offenders, with KYDOC seeking vendors to provide facilities for housing clients under probation, parole supervision, or reduced custody status. There are no specified minimum or maximum bed requirements for these centers, and KYDOC will fill available beds based on regional needs.

The document clarifies key operational details, specifically noting that these facilities do not require high-security features like bobwire, as the residents are not high-risk offenders. The intent is for selected vendors to be prepared to accept clients immediately upon contract approval. The response indicates flexibility in facility design and implementation, with KYDOC prioritizing effective reentry and recovery support rather than strict physical containment. Vendors are expected to propose solutions that can accommodate offender rehabilitation and successful community reintegration.

Example -Section 30.060.nnnRFP 758 2500000122##
Do we have to currently have the site for a RSC developed, or once awarded the contract, develop it?It is the intent of KYDOC for the Vendor to be prepared to take clients upon approval of the contract.
Is there a minimum or maximum on the number of offenders it should support? There is no minimum or maximum on the number of beds required at a Recovery Service Center. In previous solicitations, Vendors would provide KYDOC with the number of beds they had available and based on KYDOC's needs in that area, we would fill the bed available as needed.
Does the building have to have bobwire or anything like that to ensure people cannot leave? No - Individuals housed in these facilities are either under probation and parole supervision or inmates who are reduced custody and do not require placement at a secured facility.
