About this file

This document is a Vendor Question Form for Kentucky Department of Corrections (KYDOC) Request for Proposal (RFP) 758 2500000122 related to a Reentry Service Center & Recovery Kentucky Center. The RFP addresses critical details about facility requirements for housing offenders, specifically focusing on recovery and reentry services. KYDOC is seeking vendors to provide facilities for clients under probation, parole supervision, or reduced custody inmates who do not require secure placement.

The document clarifies key operational parameters, including that there is no mandated minimum or maximum number of beds required for a Recovery Service Center. Vendors are expected to be prepared to accept clients immediately upon contract approval. Importantly, the facilities do not require high-security features like bobwire, as the residents are considered lower-risk individuals under supervision. The Commonwealth's responses indicate flexibility in facility design and capacity, with KYDOC intending to fill available beds based on regional needs and the vendor's proposed capacity.

Do we have to currently have the site for a RSC developed, or once awarded the contract, develop it?It is the intent of KYDOC for the Vendor to be prepared to take clients upon approval of the contract.
Is there a minimum or maximum on the number of offenders it should support? There is no minimum or maximum on the number of beds required at a Recovery Service Center. In previous solicitations, Vendors would provide KYDOC with the number of beds they had available and based on KYDOC's needs in that area, we would fill the bed available as needed.
Does the building have to have bobwire or anything like that to ensure people cannot leave? No - Individuals housed in these facilities are either under probation and parole supervision or inmates who are reduced custody and do not require placement at a secured facility.
