About this file

This document is a Vendor Question Form from the Kentucky Department of Corrections (KYDOC) for Request for Proposal (RFP) 758 2500000122 regarding Reentry Service Centers (RSC) and Recovery Kentucky Centers. The RFP seeks vendors to provide residential facilities for offenders under probation, parole supervision, or with reduced custody status. KYDOC clarifies that there is no minimum or maximum number of beds required for these centers, and vendors will be expected to be prepared to accept clients upon contract approval.

The document addresses specific vendor inquiries about facility requirements, indicating that the centers do not need high-security features like bobwire, as the residents are not in secured facilities. The Commonwealth's responses suggest flexibility in facility design and capacity, with KYDOC's primary focus on providing appropriate housing and support for offenders transitioning back into the community. The response indicates that once awarded, vendors will work directly with KYDOC to place individuals in the Reentry Service Centers based on the beds available and the department's current needs.

Do we have to currently have the site for a RSC developed, or once awarded the contract, develop it?It is the intent of KYDOC for the Vendor to be prepared to take clients upon approval of the contract.
Is there a minimum or maximum on the number of offenders it should support? There is no minimum or maximum on the number of beds required at a Recovery Service Center. In previous solicitations, Vendors would provide KYDOC with the number of beds they had available and based on KYDOC's needs in that area, we would fill the bed available as needed.
Does the building have to have bobwire or anything like that to ensure people cannot leave? No - Individuals housed in these facilities are either under probation and parole supervision or inmates who are reduced custody and do not require placement at a secured facility.
