About this file
This file is an attachment containing warranties and representations requirements for offerors responding to a Request for Prototype Proposal (RPP) for battlefield wound infection prevention and treatment barrier combination products under Other Transaction Authority (10 U.S.C. 2371b).
The attachment establishes eligibility criteria requiring that at least one of three conditions be met: (1) at least one nontraditional defense contractor participates significantly in the prototype project; (2) all significant participants other than the Federal Government are small businesses or nontraditional defense contractors; or (3) at least one-third of total project costs are funded by non-Federal parties. Offerors must declare whether the prime contractor is a nontraditional defense contractor, defined as a business unit that has not performed on any Department of Defense contract subject to full cost accounting standards coverage for at least one year prior to the RPP issue date. If the prime is a traditional defense contractor, detailed information must be provided for each participating nontraditional defense contractor, including legal name, DUNS number, address, and point of contact. Offerors must identify the specific value each nontraditional contractor provides by selecting from six categories: supplying new key technology, providing novel applications of existing technology, improving performance or efficiency, accomplishing significant portions of the project, reducing costs or schedule, or increasing performance. Additionally, offerors must describe any capabilities beyond those categories, identify which project phases involve the nontraditional contractor, and provide total estimated costs associated with their participation.
