About this file
This is an Outreach Plan attachment for RFP S-DASOBO-00016480, issued by the Oregon Department of Administrative Services (DAS) Procurement Services for Conservatorship Investment Advisor Services. The document serves as a form that proposers must complete to demonstrate compliance with Oregon's Certified Disadvantaged Business (CDB) outreach requirements. Proposers are required to identify their own certification status under ORS 200.055, including minority-owned business (MBE), woman-owned business (WBE), service-disabled veteran-owned (SDV), or emerging small business (ESB) designations through the Oregon Certification Office for Business Inclusion and Diversity (COBID). The form mandates that proposers list any contractual relationships with certified firms within the past two years and identify potential subcontracting opportunities if awarded the contract. Proposers must indicate whether they foresee subcontracting opportunities and, if so, complete supplementary sections detailing their outreach strategy.
The outreach plan requires proposers to describe the steps they will take to solicit certified firms for subcontracting opportunities, identify specific subcontracting opportunities with estimated dollar values, and confirm their willingness to report subcontractor identities and values to COBID upon contract award. The document emphasizes that certified firms must receive equal opportunity to participate in contract performance and any resulting subcontracts financed with state funds. The information submitted in response to this clause is explicitly stated as non-scored and will not be considered in proposal evaluation. Proposers who do not foresee subcontracting opportunities need only submit the first page of the form with their proposal.
