About this file
This document is a Routine Inspection Report for a bridge structure (Bridge Key: LR13E-0.3-24E) conducted by the Colorado Department of Transportation (CDOT) on March 3, 2023. The inspection covers a rubble Dakota sandstone arch culvert located on County Road 13E, crossing the Love/Horse Shoe Canal. The structure, built in 1937, is a two-cell arch culvert with a total structure length of 21'-10" and a sufficiency rating of 65.9. The inspection was performed by NLD Engineering and included a comprehensive assessment of the culvert's condition, including elements such as masonry walls, approach roadway, bridge rails, wingwalls, and channel characteristics.
The inspection revealed several maintenance needs, including debris accumulation, mortar deterioration, and bank erosion. Specific issues include missing and deteriorated mortar in the culvert walls, a 3-foot wide by 1.5-foot long section of missing floor at the inlet of Cell 1, and moderate erosion of the northwest bank. The maintenance activity summary recommends actions such as removing debris, repairing washouts and erosion, upgrading bridge rails and approach railings, and rehabilitating the substructure. The structure has an operating rating of 40.00 and an inventory rating of 36.00, with no posting restrictions. The CDOT categorized the overall condition as "Fair" and assigned low-priority maintenance tasks with target years ranging from 2025 to 2029.

2-span rubble Dakota sandstone arch culvert. Random longitudinal and transverse cracks affecting approximately 5% of the asphalt overlay above the culvert. Debris accumulation present on upstream nose of Wall 2 and in front of Cell 2.
CS3: (1610) Mortar joints at water level deteriorated in all walls and crown. Worst location is located at three-quarters height and up to top of crown with a few areas of missing mortar in arch. Worst locations in Cell 1, Wall 1 (8 Foot) and Cell 2, Wall 3 (52 Feet, Actual = 54 Feet).
(1640) 3 foot wide x 1.5 foot long section of missing and deteriorated floor at inlet of Cell 1. No undermining present (2 Feet).
CS2: (1120) Light efflorescence in the top of both arches leaking through the joints (QUANTIFIED ABOVE -
54 Feet).

Rubble Dakota sandstone interlocking with headwall. Large rock riprap at all wingwalls. Previously mentioned crack in the northeast wingwall has been repaired prior to 2021 inspection. Northeast wingwall has 20 square feet of missing stones on top but placement of riprap mitigates any embankment loss. Top 4 stones near the end of the southeast wingwall are loose; mortar is missing and ineffective. Bank erosion at northwest extends behind wingwall 4 feet.

REVIEWER COMMENTS:
Most recent report dated 03/12/2015 shows Item 113 = 4 and 'toe of the east concrete apron is exposed up to 8 inches'. Per CDOT clarification of Item 113: The code of "5" is to be used for bridge structures that cross canals or other controlled waterways in all cases, unless other findings indicate that a lower code should be used'. Exposure of east apron is considered to be minor scour and not sufficient to lower Item 113 code below "5".
Change Item 113 to 5.
