About this file
This document is an instructional guide prepared by the Commonwealth of Kentucky for vendors responding to online solicitations through the Kentucky Vendor Self Service (VSS) portal. The guide provides step-by-step procedures for accessing the VSS website, locating available solicitations, and submitting online bid responses. Vendors must first create or access an existing account on the VSS platform at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, then navigate to the Business Opportunities section to search for relevant solicitations by document ID number or keyword description. The document outlines the response completion process, which varies slightly depending on solicitation type: Request for Bids (RFB) and Request for Quotes (RFQ) require vendors to respond to specific line items, while Request for Proposals (RFP) follow a different submission structure. All responses must progress through five sequential steps: responding to lines, completing a submission checklist, attaching required files, entering discounts or comments, and final review and submission.
The document specifies technical requirements and operational details for submitting responses through the VSS platform. Vendors must select a response type for each line item (standard bid, no bid, or bid with condition), enter unit prices or contract amounts, and specify delivery days as applicable. File attachments, including bid sheets, catalogs, and affidavits, may be uploaded with a maximum file size of 65,000 KB; for RFP submissions, vendors must attach separate documents designated as Cost, Technical, or Proprietary as appropriate. The system automatically times out after 30 minutes of inactivity, requiring vendors to save changes frequently to avoid data loss. Additionally, vendors may withdraw submitted responses only while the solicitation status remains open by accessing the Solicitation Responses tab and confirming the withdrawal action through the system.
