About this file
This document is a Brand Name Limited-Sources Justification (B-LSJ) for the U.S. Secret Service (USSS) to procure two Chevy Silverado C5500 fourteen-foot box trucks via the GSA Express Desk Urgent Need Request program. The vehicles are specifically required to transport magnetometer and x-ray screening equipment for Presidential and Vice-Presidential operations, with unique specifications that include power lift gates, tie-down hooks, and compatibility with military air transport car planes.
The justification details that the Chevy Silverado C5500 is the exclusive choice due to extensive Air Force certification for secure cargo transportation, specific ground clearance, and dimensions that allow efficient loading and unloading of screening equipment. The USSS determined through market research that other manufacturers' vehicles cannot meet their precise requirements, making the Chevy model the only suitable option. The acquisition will be conducted as an open market simplified acquisition in accordance with FAR 13.106 and posted to SAM.gov, with vehicles to be purchased from vendors with active SAM registration.

Brand Name Limited-Sources Justification (B-LSJ)
1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Secret Service (USSS), Office of Contracting, proposes to award an Order on behalf of Uniform Division. This acquisition will be in accordance with FAR 13.106 but the reference for the brand name shall be FAR 13.501(a)(ii).
2. Nature and/or description of the action being approved.
USSS intends to limit the competition by soliciting to a particular brand name.
The USSS is seeking the immediate purchase of two Chevy Silverado C5500 fourteen-foot box trucks via the GSA Express Desk Urgent Need Request program. These vehicles will be purchased from the on-site inventory of vendors who have an active SAM registration. The purchase of these vehicles is being executed to enhance the Uniformed Division’s ability to transport essential screening equipment for personnel and items entering a secured protective location. These vehicles are needed to ensure the USSS ability to transport and set up screening equipment in support of Presidential and Vice-Presidential operations.
3. Description of Supplies/Services.
These two Chevrolet Silverado C5500 box trucks are to transport magnetometer and x-ray screening equipment. These trucks will be upfitted with power lift gates and tie down hooks for transport via military car plane.
4. Authority and supporting rationale.
The proposed order will be placed or established under the authority of the simplified acquisition procedures according to FAR 13.106. This brand name specification must be used because the results of recent market research indicate other companies’ similar products lack the particular/unique feature(s) required and do not meet, or cannot be modified to meet, the needs of USSS.
Chevy Silverado C5500 truck with a fourteen-foot box has been tested and identified as the ideal vehicle configuration for the purposes of transporting magnetometer and x-ray screening equipment to permanent and temporary protective locations. The size and weight configuration combined with the ground clearance of this model allows for the loading and unloading of this vehicle into military air transport car planes. Transporting these trucks preloaded with screening equipment via military flight is the most efficient means by which the USSS is able to establish and maintain multiple protective sites across the country and globe to support Presidential and Vice-Presidential operations.
03.21.2022 v.1.0
The Silverado C5500 has been fully tested and certified by the Air Force to be equipped with specifically designed and mounted cargo hooks that allow for secure transportation by their aircraft. While other manufactures offer equivalent cargo vehicles, there is no guarantee they would be compatible with the required specifications and tolerances required for this modification. The Air Force certification process is extensive, time consuming and extremely expensive. For this reason, the USSS usually retains and maintains the operation of these certified vehicles for as long as possible and acquires specific vehicle models intended for this purpose. It is too cost prohibitive to continuously test new vehicle makes if not absolutely necessary. When a current certified model vehicle is no longer available for purchase, market research is completed to identify an equivalent vehicle with build specifications such as frame construction, suspension, and dimensions that would offer the greatest potential for a successful upfit.
For these reasons, the Chevy Silverado C5500 is currently the exclusive choice for this purchase.
5. USSS intends to post this requirement as an open market simplified acquisition in accordance with FAR 13.106 that will be posted to SAM.gov.
6. Contracting Officer Certification and Approval.
I hereby determine that the circumstance(s) described herein exist and that the information is accurate and complete to the best of my knowledge.
