About this file
The document is a procurement level quote issued by the Muskegon County Board of Public Works for the Muskegon County Solid Waste Department, soliciting bids for the installation of four groundwater monitoring wells. The project is located at 9366 Apple Avenue in Ravenna, Michigan, with three wells situated south of Apple Avenue and one well located northwest of the existing landfill. The bid deadline is Tuesday, August 6, 2024, at 1:00 PM, with a Zoom bid opening event. Potential bidders must have experience drilling monitoring wells on sites impacted by Per- and Polyfluoroalkyl Substances (PFAS) and/or 1,4 Dioxane, and will be required to perform soft digging to 10 feet below ground surface, use hollow-stem auger drilling methods, collect continuous split spoon samples, and construct wells to approximately 120 feet below ground surface.
The wells must be constructed with specific technical requirements, including 2-inch diameter PVC casing, a 5-foot long 0.010-inch machine slotted screen, and filter sand placement. Additional requirements include stockpiling drill cuttings, installing above-ground protective casings with steel bumper posts, concrete pads, and locking caps, and developing the wells by pumping. Groundwater samples from the new monitoring wells will be tested for PFAS and 1,4-dioxane, necessitating the use of PFAS/Dioxane-free water and equipment for all drilling operations. Bidders must provide unit prices for various aspects of the project, including mobilization, soft digging, drilling, sample collection, well construction, and development, with the final lump sum price to be determined using the provided bid sheet.

QUOTE FOR DRILLING SERVICES, MUSKEGON COUNTY LANDFILL, RAVENNA,
MICHIGAN
9366 APPLE AVENUE, RAVENNA, MI 49451
Muskegon County Solid Waste (MCSW) invites your bid on the installation of four groundwater monitoring wells at the above referenced site. Three of the proposed wells are located south of Apple
Avenue (M-46) and one well is located northwest of the existing landfill. A site plan showing the proposed well locations is attached. It is the bidder’s responsibility to contact Miss Dig to identify and mark potential underground utility lines prior to work.
Your bid must provide costs in the format provided. The unit prices will be used to adjust the final price to reflect actual depths drilled and materials used.
Exploratory Borings/Monitoring Wells
An all-terrain drilling rig will be required to access the well locations. Subsurface materials expected at the site include predominately sandy sediments interbedded with silt and clay. For the purposes of this bid, assume four exploratory borings advanced to a depth of approximately 130 feet below ground surface (BGS). The target depth of each boring is expected to penetrate a lower basal clay unit.
Based on previous site investigations, the basal clay is expected at approximately 120 feet BGS.
Groundwater is expected at 8 to 12 feet BGS. Permanent groundwater monitoring wells (MW-30 through MW-33) will be installed in the exploratory borings. The final location of the borings will be subject to field limitations.
The Driller shall:
- Have experience drilling and placing monitoring wells on Per- and Polyfluoroalkyl Substances (PFAS) and or 1,4 Dioxane impacted sites.
- Soft dig (HydroVac) to 10 feet BGS at each well location to clear utilities. The use of a hand auger is not is an acceptable soft dig method.
- Install monitoring wells MW-30, MW-31, MW-32, and MW-33 using hollow-stem auger drilling methods. See attached site map for proposed well locations. Continuous split spoon samples shall be collected from first encountered groundwater to the full depth of the boring. All samples will be logged by the landfill Hydrogeological consultant (WSP, Inc.) consistent with the unified soil classification system.
- Provide soil sample jars for collecting representative soil samples.
- Stockpile drill cuttings on plastic at the drilling location and dispose of the cuttings at the landfill, as needed. If necessary MCSW staff will assist with transport to the landfill.
- Construct the monitoring wells in the exploratory boring at a depth of approximately 120 feet
BGS. The wells shall be constructed with a 2-inch diameter, flush-thread, Schedule 40, polyvinyl chloride (PVC) casing, and a 5-foot long 0.010-inch machine slotted screen. The set depth of the well shall be determined by WSP.
- Place filter sand around and 4 feet above the well screens and develop the well to tighten the sand pack around the screen and remove fines. The remainder of the annulus will be back filled with bentonite grout to the ground surface. Prior to grouting or approximately 12 hours after grouting, develop the wells by pumping until the evacuated groundwater is free of suspended fines. Development water shall be contained in a vessel and transported to a leachate station at the direction of owner.
- Place an above-ground well protective casing, steel bumper posts (3 per well), concrete pad, and locking cap at the permanent groundwater monitoring wells. Each well shall be constructed with the following features:
the top-of-casing shall be permanently marked to indicate where to measure water levels;
the caps or well shall be vented;
a protective casing and concrete pad shall be placed around each monitoring well;
each protective casing will be labeled with a permanent placard to identify the well; and each protective casing shall be locked with locks provided by
Owner.
Groundwater samples collected from the new monitoring wells will be tested for Per- and Polyfluoroalkyl Substances (PFAS) and 1,4-dioxane. Therefore, a source of PFAS/Dioxane free water will be required for equipment decontamination prior to drilling and for all drilling operations. In addition, all down-hole drilling equipment and lubricants are required to be PFAS/Dioxane free.
