PERFORMANCE BASED STATEMENT OF WORK
Remote Sensing for Resource Management – Remote Sensing specialist to support USGS research on environmental impacts to NPS and BLM managed lands
I. GENERAL INFORMATION
A. Introduction:
The United States Geological Survey (USGS), Western Geographic Science Center (WGSC), has a requirement for work to be performed by a Remote Sensing Specialist with expertise using the Google Earth Engine Cloud Computing Platform. The U.S. Geological Survey Western
Geographic Science Center is working with and partner DOI agencies to develop novel remote sensing techniques to support natural resource management of National Park lands and lands managed by Bureau of Land Management. The research projects require the use of remote sensing and cloud computing to 1) develop indicators of changes to desert vegetation, soils and hydrology due to energy development impacts and 2) identify the location and timing of non-native grass invasions at Yellowstone National Park. The tasks in this SOW will address the needs of two studies: 1) Remote Sensing for Monitoring Riverside East Solar Development
Focus Area (DFA) and for Desert Energy Transmission Corridors and 2) Remote detection of early season invasive plants in the Greater Yellowstone Ecosystem to inform monitoring, control and restoration.
B. Background:
Remote Sensing for Monitoring Riverside East Solar Development Focus Area (DFA) and for Desert Energy Transmission Corridors - The role of monitoring in the DFA is to produce data to generate essential information needed for sound decision making during the permitting, operation, and restoration phases of solar projects. The strategy has incorporated a set of environmental indicators to track development effects of utility-scale solar installations at the
DFA, based on BLM management questions, management goals, and monitoring objectives. The project will develop and beta-test monitoring protocols for analyzing remotely sensed imagery at appropriate spatial and temporal scales for each selected indicator for Riverside East Solar DFA and for energy transmission corridors. A BACI design to analysis is essential. Historic remotely sensed data for existing transmission sites will furnish “before” condition. Analysis will detect significant changes to natural resources, particularly soils and vegetation, along transmission corridors.
Remote detection of early season invasive plants in the Greater Yellowstone Ecosystem to inform monitoring, control and restoration - Cheatgrass and other early season invasive (ESI) grasses have been recognized as an emerging threat to Yellowstone NP (YELL) as climatic changes like earlier snowmelt/run-off and warmer spring temperatures have made the region more suitable for establishment of invasive grasses. NPS resource managers require early
140G0322Q0107 Page 4 of 13 detection tools and high-quality map products to quantify change and to prioritize management strategies inside the park and across the Greater Yellowstone Ecosystem (GYE). Western
Geographic Science Center is working with NPS resource staff to identify remote sensing data and tools to map early season/winter annual invasive vegetation (including cheatgrass, desert alyssum, and annual wheatgrass) in the GYE. We propose to investigate the use of high-frequency data from the NASA Harmonized Landsat Sentinel-2 (HLS) dataset for ESI detection and monitoring at YELL.
II. WORK REQUIREMENTS
A. Technical Requirements:
Specific requirements:
The project has specific technical and background knowledge requirements. The successful candidate will have a strong background in remote sensing, with experience in Google Earth
Engine using remotely-sensed imagery for mapping applications and analysis. The successful candidate will have strong programming skills, including proficiency with Python, R and Google
Earth Engine (GEE). Candidate is required to have proficiency with GIS and image processing software ArcGIS.
B. Deliverables.
Task 1: GEE indicator development, to be completed by August, 2022. Contractor will use NAIP
1m imagery or other suitable imager, in GEE to map and assess changes for the following indicators.
1. Erosion – Stream morphology – channel depth, width, and location
2. Disturbance – Desert Pavement
3. Transport – Sand Dune / Sand Sheet Location and Rate of Movement
4. Disturbance – Biological Soil Crust
5. Vegetation Cover – Microphyll Woodland Canopy, Trees > 1m2
Historic NAIP data for existing transmission sites (circa 2000) will be used to furnish “before” condition. Contractor will create code to detect significant changes to natural resources, particularly soils and vegetation, along transmission corridors. Contractor will validate products with available ground-truth data (field collections, BLM AIM plot data etc.). Contractor will work closely with the principal investigator (PI) and will share interim GEE products for evaluation and iteration when necessary. Contractor will draft short “protocol” on how to generate products in GEE, including code, that PI will provide to BLM resource managers.
Task 2: Harmonized Landsat Sentinel time series for ESI mapping, to be completed Oct 30, 2022. The contractor will assist on a pilot project to test and develop methods, using high spatial and temporal resolution remote sensing platforms, to map early season/winter annual invasive vegetation (including cheatgrass, desert alyssum, and annual wheatgrass) in the GYE. The contractor will work with high-frequency data from the NASA Harmonized Landsat Sentinel-2
(HLS) dataset for ESI detection and monitoring. The HLS is a NASA initiative aiming to
140G0322Q0107 Page 5 of 13 produce a consistent, harmonized surface reflectance product from Landsat 8 and Sentinel-2 data acquired by the Operational Land Imager (OLI) and Multi-Spectral Instrument (MSI) aboard
Landsat 8 and Sentinel-2 satellites. The contractor may use GEE (if data are available), but should consider the original data hosted at the Land Processes Distributed Active Archive
Center’s (LP DAAC) Cumulus cloud to be of primary value to the project. The pilot study targets lower elevation infestations in the northern part of Yellowstone, adjacent areas in the
Custer Gallatin NF, and possibly some similar areas of Grand Teton National Park. The contractor will consult with PI on methods to accomplish the following image processing steps:
1. Acquire and pre-process HLS data. Use NASA’s available R code for automating HLS geotiff extraction from NASA’s Land Processes Distributed Active Archive Center (LP
DAAC) archives, based on region of interest and specified temporal range.
2. Generate HLS NDVI time series to identify peak greenness from cloud-masked data.
Further identify dates of peak greenness across various elevation bands of interest.
These NDVI time series will be compared to concurrent 250m daily MODIS NDVI time series for additional validation of ESI phenological peaks. Generate code to automate the extraction of HLS image granule representing peak greenness for regions of interest.
Similarly run process to identify optimal late-season imagery.
3. Process individual Sentinel-2 and Landsat 8 scenes that fit quality filtering and temporal criteria. Explore statistical relationships between individual spectral bands/indices and ESI using locations of known patches and locations of non-invaded sites. Generate dNDVI using multitemporal data sets.
4. Help field collection of vegetation data (if necessary).
Contractor will provide documenting on methods, maps, graphs and code resulting from the above processes. The information will be used to guide selection of ESI infested areas for further research and remote sensing analyses.
III. SUPPORTING INFORMATION
1. Period of Performance: 5/2/2022-10/30/2022
2. Place of Performance: Contractor’s own facility. Contractor will not require access to USGS
IT systems.
3. Format of the Deliverables are to be received in GEE scripts, methods summary document, raster image files, excel files /databases.
