About this file
This is a specification document for a Vertical-Lift Type Platform work equipment solicitation from the U.S. Army, requiring delivery to Okinawa Torii Station in Japan. The Government seeks one (1) unit of a vertical-lift scissors platform, Model Code ENTL099S-4 or equivalent, with specific technical requirements including a maximum height of 9,900 mm (390 inches), capacity for 320 kg maximum load with 125 kg extension deck load, and accommodation for two persons (indoor/outdoor). The equipment features 5-stage X-type pantograph scissors lift with 48/50-second lift speed (up/down), DC motor travel capability at 0-3.5 km/hr maximum speed with 12-degree gradeability, and DC 24V battery power supply with Delta-QIC650 charger and BPC12-120x4 battery components. Machine dimensions are 2,450 x 1,150 x 2,495 mm with total weight of 2,355 kg.
The contractor shall deliver the equipment within 180-365 days after receipt of order, ship to 403D AFSB Maintenance Division at Yomitan-son, Okinawa 904-0304 Japan via door-to-door delivery, and provide comprehensive support including on-site installation training, parts availability with domestic Japanese distributor preference, on-site maintenance and repair services, and manufacturer's warranty. Documentation requirements include two complete sets each of shop maintenance manuals, manufacturer's parts catalogs, and operator's manuals in Japanese (paper preferred; CD acceptable), plus vehicle deed of transfer (Jyouto Shomeisho). The contractor bears all responsibility for equipment damage during delivery and must protect delivered equipment from weather, humidity, temperature variations, and contamination. Primary objective is to provide a vertical-lift platform that eliminates tail-swing collision risks and ensures safe vertical operations in confined spaces with restricted aisles and high-density equipment clusters meeting Department of War safety requirements. Technical POC is Mr. Yasutomo Chibana; Payment POC is Ms. Noriko Kaneko.
