About this file

This document is a Performance Work Statement (PWS) for Grounds Maintenance Services at Rivanna Station, Virginia, as part of a Base Operations Support Services contract. The PWS requires comprehensive grounds maintenance across approximately 45 acres of high visibility areas, including mowing, edging, trimming, fertilizing, seeding, weed control, debris removal, tree and shrub maintenance, and irrigation management. The contractor must maintain all grounds within the installation boundaries to ensure a healthy, clean, and professional appearance, with specific requirements for grass height (3 inches), seasonal planting, tree replacement, and herbicide application.

Key performance standards include maintaining high visibility areas with intensive landscaping, servicing common areas with erosion control, and handling unimproved areas with minimal maintenance. The contractor is responsible for providing all personnel, equipment, and materials necessary to perform grounds maintenance, with specific guidelines for tree pruning, hedge maintenance, and special services such as supporting VIP visits and ceremonies. The work must adhere to specified frequency levels for various maintenance tasks, with different capability levels defining the extent of ground maintenance based on installation needs. The contract is non-personal services, meaning the government will not directly supervise the contractor's personnel.

Appropriate handling requires, at a minimum, that petroleum-impacted soil be segregated and stockpiled separately from other soil. The petroleum-impacted material shall be placed on a bermed polyethylene plastic-lined area and covered with polyethylene plastic sheeting to prevent contact of petroleum-impacted soil with rain-water, and potential contaminant migration to adjacent soil, ground water or surface water bodies. Petroleum-impacted soils may not be placed back within areas from which they were first excavated and must be taken off-site to an approved disposal facility.

Grounds are grouped into the following Categories:

Installation Cantonment Area(s): Are defined as the geographic area(s) comprising the most urban areas of the installation. The areas are characterized by concentrations of pedestrians and permanent assets (facilities) for non-field training purposes. The cantonment area includes, but is not limited to, family and unaccompanied housing areas, schools, medical facilities, office facilities, an airfield, industrial facilities, limited recreational places and community activities. Cantonment Area(s) may include the main access roads with the road shoulders (10 feet from the edge of the roads) from the primary controlled security

Improved Grounds: This category includes acreage on which intensive landscape maintenance activities must be planned and performed annually as fixed requirements. Maintenance activities include mowing, irrigation, fertilization, cultivation, aeration, seeding, sodding, spraying, pruning and trimming; weed, dust, and erosion control; drainage; and planting for landscape effect, wind, and sound abatement, and other intensive practices. Examples are areas within the built- up section of an installation which contain lawns and landscape plants; parade grounds; drill fields; non-synthetic turf athletic field facilities; cemeteries; and similar areas.

Semi-improved Grounds: This category includes areas on which periodic recurring maintenance is performed but to a lesser degree than on improved grounds. Maintenance activities include mowing primarily for safety and security, weed and brush control, erosion control, dust control, and drainage maintenance. Examples are small arms ranges, antenna facilities, picnic areas, mowed road shoulders, ammunition storage areas, airfield shoulders and clear zones, drop zones, firebreaks, and similar areas.
