About this file

This is a Vendor Pre-Operational Performance Report Card attachment for a Department of Management Services (DMS) contract opportunity. The document outlines twenty-one performance requirements that vendors must meet during the pre-operational phase of a project. Key requirements include preparing and distributing meeting agendas two business days in advance, submitting initial project work plans within twenty business days of contract execution, and preparing a RACI matrix within thirty calendar days of contract signing. Vendors must document change control items within two business days, provide impact assessments within ten business days, and ensure all deliverables meet quality standards through a 10-5-5 review cycle. Additional performance standards address project management obligations such as milestone tracking, weekly status reporting with updated Gantt charts, risk and issue management, stakeholder engagement, and participation in Joint Application Development sessions. The vendor must maintain staffing levels at ninety percent or greater of the approved Staffing Plan and complete all scheduled jobs within the designated timeframe or within two clock hours of the scheduled window.

The performance report card includes requirements for document management, utilizing DMS's Project Online environment as the single repository for all artifacts, tracking risks, issues, action items, and decisions. Vendors must demonstrate compliance with federal and state privacy, confidentiality, and security requirements and submit training plans for approval at least thirty calendar days prior to training delivery, with evaluation results shared within five business days. All written documents and deliverables must demonstrate quality and completeness with proper proofreading, business and technical writing standards that limit ambiguity, appropriate English proficiency, and alignment with Deliverables Expectation Documents. Weekly communication and progress reporting are mandatory, with DMS approval required for any adjustments to timelines or changes to baselined milestone dates.
