Attachment D ‐ Architect‐Engineer Selection Criteria This acquisition will be in accordance with FAR Part 36.602‐1 and VAAM Part M836.602‐1. The

Architecture‐Engineer (A/E) must demonstrate its qualifications with respect to the published evaluation criteria for all services. Failure to provide requested information may result in a lower overall rating or your SF‐330 NOT being recommended for the evaluation by the board. However, a firm may be recommended as not qualified or ranked low if missing, confusing, conflicting, obsolete, or obscure information prevents a board from reasonably determining that a firm demonstrates certain required qualifications. The Department of Veterans Affairs (VA) shall evaluate each potential contractor in terms of the following:

• “M” ‐ firm meets the selection criterion.

• “NM” ‐ does not meet the selection criterion.

The submitted SF‐330s will be evaluated on the criteria below. Evaluation and selection of firms will be based on submissions and direct responses to the following criteria which are numbered in descending order of importance:

1 Professional Qualifications Specialized Experience and Technical Competence Capacity to Accomplish the Work in The Required Time Past Performance Construction Period Services Record of Significant Claims Small Business Commitment Location (tiebreaker)

Selection Criterion 1: Professional Qualifications The A/E must have the necessary professional qualifications for satisfactory performance of required services. Interested firms must demonstrate this by providing resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record as listed below. The Designers of

Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered and license in their discipline. Please be sure to include license number.

Team member Designer of Record positions required in this project includes:

• Architect

• Registered Communications Distribution Designer (RCCD)

• Estimator

• Civil Engineer

• Electrical Engineer

• Fire Protection Engineer

• Industrial Hygienist

• Mechanical Engineer

• Plumbing

• Project Manager

• Structural Engineer and Commissioning Agent

Submission Requirements:

Each resume shall include a minimum of two (2) but no more than five (5) recent completed projects through construction period services that best illustrate the individual team members experience relevant to this contract scope. Recent projects include project completed through construction after November 2019 through October 2024. DO NOT include words in the field for completed year of construction, only include the year in numerical form. Substantial completion does not apply to Criterion 1. Each resume shall demonstrate each team member years of professional experience and years with the current firm.

Team members are required to have at least 5 years professional experience and at least 5 years with their current firm. All Designers of Record must be professionally registered in their discipline.

Evaluator Considerations:

• Do the qualifications indicate that the project team has recent direct experience on hospital projects designing improvements requiring similar qualification to those proposed at Richmond VAMC?

• Is the A/E providing a team where each member has at least 5 years of experience?

• If interns are involved, what will be their role during design?

Selection Criterion 2: Specialized Experience Provide proof of specialized experience and technical competence in the type of work required, specifically upgrading air handling systems and distribution. The A/E must provide evidence of understanding the project along with experience; and any unique architectural/engineering aspects associated with the proposed project and how to address them.

Submission Requirements:

Provide a maximum of 5 substantially completed projects (completed through at least 85% of construction) of comparable scope and size to this project. The information provided for each project shall include at a minimum, project number, project title, detailed description of project scope, project owner contact information, project cost, period of performance and list of aspects that includes upgrading air handling systems and distribution.

• The A/E firm shall provide a table of the comparable projects listed above comparing their IGE with the bid/award amount during construction.

• The A/E firm shall provide a table indicating participation of the proposed team members with the comparable projects listed above.

• If the contractor served as a subcontractor on a project, indicate the value of the work they provided towards the performance of the overall project. If a project was performed by a joint venture, and not all joint venture partners are on the team proposed for this contract, the offeror/team should specifically address the work performed by the joint venture partner offering/teaming on this contract. For submittal purposes, do not list an IDIQ contract as an example of a substantially completed project. A task order on an IDIQ contract is considered a project, as with a standalone contract award. Therefore, list relevant completed task orders or stand‐alone contract awards that fit within the definition above. Examples of project work submitted that do not conform to this requirement will not be evaluated.

Evaluator Consideration:

Does the A/E provide evidence of understanding and experience of the project.

Selection Criterion 3: Capacity to Accomplish the Work in the Required Time This factor evaluates the ability of the firm and the firm’s subcontractors. Provide the current project workload (percentage) and available capacity (percentage) for all key design personnel listed as part of Criterion 1, to accomplish the possible myriad of design projects in the required time. The general workload and staffing capacity of the design office will be evaluated.

Submission Requirements:

• List current projects with a design fee of greater than $20,000 being designed in the firms’ office.

• Indicate the firms’ present workload and the availability of the project team (including sub‐ consultants) for the specified contract performance period.

• Describe experience in successfully delivering projects per performance schedule, providing timely construction support, and successfully completing multiple projects with similar delivery dates.

• Volume of VA contract awards in the last 12 months.

Selection Criterion 4: Past Performance The contractor shall provide complete past performance documentation for all projects with Government agencies and private industry provided in Criteria 2. These past performance documents shall reflect/speak to the contractors cost control, quality of work, and compliance with performance schedules in a hospital setting.

The contractor shall submit performance references for the projects listed in Criteria 2. Any of the following can be used as references:

• The most recent Contractor Performance Assessment Report System (CPARS) performance report.

CPARS shall be submitted with the completed SF330 package.

OR

• Past Performance Questionnaire (PPQ) evaluations. Submit completed PPQ’s with the SF330.

o Use the provided PPQ form provided as Attachment E.

o Ensure that correct phone numbers and email addresses are provided for each contract customer/reference.

o If a PPQ is submitted but an official CPARS evaluation is found for that project, the official evaluation takes precedence.

Selection Criterion 5: Construction Period Services The firm shall illustrate their experience in providing construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates shall be included as an evaluation criterion when construction period services is included in the statement of work for A‐E services.

Provide up to three (3) completed projects in the past five (5) years that best illustrates the construction period services performed by the team. Describe construction period services provided and whether the project was completed within schedule and budget. Include a contract number or project identification, include name, telephone number, and email of the completed project stakeholder.

Selection Criterion 6: Record of Significant Claims

Interested firms must share any records of significant claims against the firm because of improper or incomplete architectural and engineering services.

Indicate any claims against the firm because of improper or incomplete architectural and engineering services within the past five (5) years.

(SDVOSB, VOSB, etc.).

o “I [signatory authority] ___________________, [company] __________________, certify that the SDVOSB prime contractor will not pay more than 50% of the amount paid by the government to the prime for contract performance to firms that are not certified SDVOSBs by the Small Business Association’s Veteran Small Business Certification (VetCert) in compliance of VA Acquisition Regulation (VAAR) 852.219‐75.”

Selection Criteria 8: Location

If evaluations of SF330’s result in the same rating, proximity to the facility will be used as a tiebreaker.

The distance will be determined according to http://maps.google.com/ measured in miles from the

Richmond VA Medical Center. For firms that have multiple/regional offices, the location of the primary project team will be used to calculate the distance and should be provided in the SF330.

Indicate the location (physical address) of the firms or teams’ main office. Only list the location you would like to be evaluated for ‐ do NOT list multiple locations or locations of subcontractors.
