About this file
This is a Reference Guide attachment for a Request for Qualifications issued by Sarasota County, Florida, for waterway navigation repairs and maintenance services. The guide provides detailed technical specifications and diagrams for the installation and construction of marine navigation aids, including Small Green Dayboards, Small Red Dayboards, Large Red Dayboards, Large Green Dayboards, and regulatory signage. The specifications detail the materials and dimensions required for each type of navigation aid, including piling specifications (plastic or wood with isolator strips), pressure-treated lumber (ranging from 2"x4" to 4"x4"), stainless steel hardware (316 SS through bolts), and reflective cap strips. The dayboards and signs are positioned relative to Mean High Water line at heights of 6 to 6'6" with 8-inch-wide components. The County anticipates an initial contract term of three years, with work to be assigned through individual task orders for installation, maintenance, and removal of these navigation aids throughout multiple waterways including Sarasota Bay, Roberts Bay, Little Sarasota Bay, Dona Bay, Lemon Bay, the Myakka River, and the Intracoastal Waterway in Venice. Proposals must be submitted by February 11, 2026.
Qualified contractors must have at least one employee holding either a Certified Marine Specialty Contractor License or Certified Marine Pile Driving Specialty Contractor License from the Florida Department of Business and Professional Regulation. Contractors are responsible for providing their own materials including pilings, stainless steel hardware, and cross-member lumber, while the County will supply dayboards, regulatory signs, and buoys at no cost. Individual projects will be awarded to contractors submitting the lowest lump sum quote for each task order. The County plans to establish a prequalified vendor pool and may terminate contractor participation if they fail to respond to more than three County requests for project quotes within a twelve-month period. Some projects may involve Federal Emergency Management Agency (FEMA) grant funding, which requires compliance with specific disaster grant procurement terms and conditions. Contractors must comply with 2 CFR Part 200 Uniform Guidance and meet federal regulations, environmental compliance, and safety standards. The County reserves the right to terminate contracts for convenience with 30 days' notice or for default with 10 working days to cure.
