Single Source Justification for SAP under the SAT
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:36C258-21-AP-1306
1. Contracting Activity:
Department of Veterans Affairs
VISN 22
Phoenix VA Medical Center Contracting Agency: NCO22-G 2237: 644-21-3-218-0021
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Phoenix VA Health Care System (PVAHCS) requires testers and analyzers for its Biomedical Engineering department. The current inventor of testers and analyzers are nearing end-of-life and require replacement. The Biomedical Engineering department also require additional equipment to support medical staff expansion. Estimated Amount: $121,640.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
There are many analyzers and testers that have similar functions, but the Phoenix VA is specifying BRAND NAME ONLY Fluke and Pronk analyzers and testers. The Fluke ProSim 8 vital signs simulator is an multi-parameter patient simulator that is capable of simulating NIBP, IBP, ECG, Respiration, and SpO2. It has adapters for and interfaces with the Nihon Kohden, Welch Allyn Connex, and Philips MR400 patient monitors currently in use in the Medical Center. The battery life is 8 hours, which is convenient when the technicians are on the floors all day. The Pronk SC-5 is one of the most portable patient simulators on the market. Portability is essential for the technicians who travel to the outlying clinics as it decreases what they have to carry to the clinic along with other parts and equipment. Many of the Fluke testers such as the ProSim8, Impuse 7000DP, and ESA614, have the capability of sending reports to a computer via USB. This is useful for helping the Phoenix VA compliant with The Joint Commission and ISO 9001 guidelines regarding documentation of maintenance activities. This is highly specialized equipment and replacing this equipment would cause unnecessary delays and would be cost prohibitive as the current infrastructure would need to be remove and replaced.
Medical Center workers have been trained and have grown accustomed to using the current brands of testers and analyzers. Replacing these critical items with another brand could affect patient safety and prolong the time needed to make a proper diagnosis of a patient’s condition.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted to seek opportunities to present an alternative brand to meet this requirement. Market research has shown that continuing to use the current brand of testes and analyzers is more cost effective, and more importantly enhances patient safety.
