About this file

This is an Insurance Requirements document issued by the City of Palo Alto for contractors bidding on the Community Development Block Grant (CDBG) Admin Services contract. The City requires all contractors to obtain and maintain comprehensive insurance coverage at their sole expense for the entire contract term, which covers fiscal years 2026-27 and 2027-28. Required coverage includes Workers' Compensation at statutory limits, Employer's Liability at statutory limits, General Liability with minimum limits of $1,000,000 per occurrence and $1,000,000 aggregate for bodily injury and property damage combined, Automobile Liability with minimum limits of $1,000,000 per occurrence and $1,000,000 aggregate for bodily injury and property damage combined, and Professional Liability including errors and omissions coverage with minimum limits of $1,000,000 for all damages. All insurance policies must be issued by companies with an AM Best's Key Rating of A-:VII or higher and must be licensed or authorized to transact insurance business in California. Award of the contract is contingent upon full compliance with these insurance requirements.

The City of Palo Alto must be named as an additional insured on all policies except Workers' Compensation, Employer's Liability, and Professional Insurance. Coverage must include a contractual liability endorsement for the contractor's indemnification agreement. Insurance policies must provide primary coverage for claims arising from the contractor's operations and include cross-liability provisions. Contractors must submit certificates of insurance evidencing required coverage to purchasingsupport@paloalto.gov. If a policy is canceled before expiration for reasons other than non-payment of premium, the contractor must provide the City at least thirty days written notice; if canceled for non-payment of premium, ten days written notice is required. All evidence of insurance and related notices must be filed with the City at the same email address.
