About this file
The document is a Policies and Procedures manual for Inmate Communications ("Kites") issued by the Oakland County Sheriff's Office, dated June 9, 2021. The policy establishes an internal electronic communication system for inmates to submit requests for various services including general services, counseling, court information, adult education, classifications, substance abuse support groups, paper notarization, religious accommodations, and special diets. The communication system, referred to as a "Kite", is primarily electronic, with provisions for paper forms in exigent circumstances such as when an inmate is blind.
The procedure outlines that Kites shall be made available electronically, with inmates completing electronic requests that can be reviewed and responded to by deputies and supervisors at least twice per shift. Area supervisors are responsible for reviewing Kites and determining appropriate routing, adding notes to guide follow-up actions. If a paper Kite is received, it must be entered into the electronic system, with a note explaining why a deputy submitted it on the inmate's behalf. The policy includes an attached paper Kite form with checkboxes for various request types, including letters of incarceration, outdate information, bond amounts, notarization, and caseworker consultations.

INMATE COMMUNICATIONS – “KITES”
REFERENCE: Rescinds & Replaces Policies & Procedures No. 248, dated October 22, 2012
POLICY
The Oakland County Sheriff’s Office shall provide an internal communication system for inmates to communicate their needs, in writing. The needs may include, but are not limited to, general services, counseling, court information, adult education, Classifications, substance abuse support groups, paper notarization, religious accommodations, and special diets. The communication shall be referred to as a “Kite”. This Kite system shall ensure routing to the proper location for efficient response and to reduce the volume of inappropriate Kites being forwarded through the Chain of Command. Inmate communications shall be in electronic form.
PROCEDURE
1.0 AVAILABILITY OF “KITES”
1.1 Kites shall be made available to inmates in electronic form, unless exigent circumstances exist. Example, an inmate is blind.
1.2 Inmates shall complete an electronic Kite. When the Kite is received, any deputy or supervisor may respond, reassign or address the inmate. It is preferred the Housing Area Deputy answers his/her electronic Kites, but not required.
1.3 Electronic requests shall be reviewed, at least twice per shift by the Housing Area Deputy and Area Supervisor.
2.0 ACTION OF “KITES”
2.1 Any Area Supervisor shall review all Kites received in the electronic system and determine if a Kite shall be reassigned to a more appropriate group or left for the Housing Area Deputy to respond.
2.2 Once the Housing Area Supervisor determines the proper location to route the Kite for response, a note shall be added into the Kite as a guide to the follow up actions.
Example, request forwarded to property trained deputies for a response.
POLICIES AND PROCEDURES NO. 373
Inmate Communications – “Kites” June 9, 2021
2.3 An electronic copy of the paper Kite attached to this policy shall be kept for exigent circumstances where paper Kites may be necessary.
2.4 Any paper Kite received shall be entered into the electronic communications system on behalf of the inmate. The paper copy and electronic version shall be answered to include a note in the electronic Kite as to why the deputy needed to submit on the inmate’s behalf, the outcome, and when the paper copy was returned to the inmate.
2.5 A Kite that is needed to be reassigned/rerouted shall follow the same procedure outlined in 2.2.
