About this file

This document is a Capability Questionnaire for Levee Safety Architect-Engineer (A-E) Services under solicitation W912PL26S0042, issued by the U.S. Army Corps of Engineers.

The Government is seeking to procure Levee Safety A-E services with a $25,000,000 contract ceiling and is evaluating whether to issue this as a Single Award (SATOC) or Multiple Award (MATOC) vehicle. Prosponders must have active SAM.gov registrations and UEI numbers. The questionnaire assesses firm capacity to execute the full $25M ceiling and manage concurrent task orders ranging from $500,000 to $2M. Small businesses responding must demonstrate compliance with 50% limitations on subcontracting to non-similarly situated entities under FAR 19.104-3(c) and 52.219-14, while large businesses must submit Small Business Subcontracting Plans if competing in an unrestricted or MATOC scenario. Firms must provide up to three relevant past projects from the past five years demonstrating similar size and complexity, including contract numbers, dates, dollar values, prime/subcontractor status, self-performance percentages, subcontractor names, and customer points of contact. Specialized experience must demonstrate capability in formal inspections of complex levee systems, floodwalls, pump stations, and associated structures; risk assessments and critical engineering input for comprehensive levee risk assessments; multidisciplinary engineering teams (geotechnical, structural, civil, electrical, mechanical, hydraulic/hydrologic engineers, geologists, and GIS technicians); and proficiency with the USACE Levee Inspection System (LIS) or equivalent GIS-based field data collection systems. Respondents must also provide a brief Statement of Interest detailing their intent and capacity to serve as Prime Contractor for this $25M contract.

2. Contract Capacity (SATOC vs. MATOC)

The Government is evaluating whether to issue this $25,000,000 requirement as a Single Award

• Past Performance / CPARS: Indicate the final Contractor Performance Assessment

Reporting System (CPARS) rating received for the project. If a CPARS evaluation is not available, provide a brief summary of the client's assessment of your performance.

Specialized Experience should demonstrate capability in the following specific areas:

• Formal Inspections: Planning, preparing, and conducting formal engineering inspections of complex levee systems, floodwalls, pump stations, channels, debris basins, dams, and associated structures.

• Risk Assessments: Performing or providing critical engineering input for comprehensive

Levee Risk Assessments.
