About this file

This is an Attachment C Technical Evaluation Factors document for a solicitation for Histocompatibility and Immunogenetics testing and interpretation reference laboratory services for the VA Portland Health Care System. The evaluation criteria establish the requirements vendors must meet to be considered for award.

Vendors must demonstrate the capability to provide all tests outlined in Attachment B with complete testing and professional fee/interpretation components, and must itemize reflex testing, individual test components within panel tests, and all professional fee/interpretation components prior to award. Required credentials and affiliations include: a CLIA certificate specifying specialties and subspecialties, a state laboratory license if required, CAP or equivalent accreditation, and OPTN accreditation/membership. Vendors must identify individuals filling the roles of General Supervisor, Clinical Consultant, and Technical Supervisor, and must maintain an existing relationship with Cascade Life Alliance (Oregon's federally designated OPO) with proof of written agreement, as well as an affiliation agreement with Portland VA Transplant Service. The vendor must commit to aggressive turnaround times for deceased donor testing: HLA typing within one hour of sample arrival and crossmatching within six hours. Additionally, the laboratory must maintain a robust 24/7 on-call system for critical donor testing, provide or arrange courier services for specimen transport, and perform numerous non-testing support tasks for transplant patients as specified in the Statement of Work.
