About this file
This is a Statement of Work for waste pumping services at the Chequamegon-Nicolet National Forest. The vendor will provide on-call, as-needed pumping services for 137 vault toilets, 4 holding tanks, and 18 septic tanks located across the East Zone (covering Vilas, Oneida, Forest, Florence, Oconto, and Langlade Counties in Wisconsin). Services must be provided within 5 business days of request, and all waste disposal must comply with Wisconsin Department of Natural Resources regulations. The contract period runs May 1, 2026 through April 30, 2027, and vendors may bid to service one or both geographic zones: Zone 1 (North) Eagle River/Florence Ranger District or Zone 2 (South) Lakewood/Laona Ranger District.
The Forest Service estimates approximately 125 pumping requests annually between May and October across both zones, though actual demand may exceed or fall below this estimate. Zone 1 comprises 60 vault toilets (approximately 50 pumped seasonally), 3 holding tanks (1,500 gallons), and 3 septic tanks (2,000 gallons). Zone 2 comprises 67 vault toilets (approximately 60 pumped seasonally), 1 holding tank (1,500 gallons), and 11 septic tanks (8 at 1,500 gallons and 3 at 1,700 gallons). The vendor is responsible for locking tank access after service if Forest Service staff are absent and a lock mechanism exists, and must leave all sites and buildings in their original condition. The Forest Service retains responsibility for general toilet cleaning and toilet paper provision. Additional pumping requests beyond the estimated 125 annually may be authorized with corresponding contract funding increases.

The service will be on an as-needed basis and on-call basis. The service must be provided within 5 business days

The vendor shall leave the buildings and site in the same level of cleanliness as it was before pumping started. The tanks shall be emptied to the extent that only residual waste remains.
The Forest Service is responsible for general cleaning of vault toilets and providing toilet paper.
There are 137 vault toilets, 4 holding tanks, and 18 septic tanks on the East Zone of the Chequamegon-Nicolet National
