Statement of Work Summary
This Statement of Work outlines waste pumping services for the Chequamegon-Nicolet National Forest's East Zone across six Wisconsin counties (Vilas, Oneida, Forest, Florence, Oconto, and Langlade). The vendor must provide on-call, as-needed pumping services for campground vault toilets, holding tanks, and septic tanks within 5 business days (Monday-Friday, excluding federal holidays) of request. Services are required for one year from May 1, 2026 through April 30, 2027, covering either or both of two geographical zones. The vendor is responsible for waste disposal in compliance with Wisconsin Department of Natural Resources regulations, site cleanup to pre-service conditions, and securing tank access after service completion if Forest Service staff are not present. The Forest Service retains responsibility for general toilet cleaning and toilet paper provision.
The East Zone contains 137 vault toilets, 4 holding tanks, and 18 septic tanks distributed across two service zones. Zone 1 (Eagle River/Florence) includes 60 vault toilets (approximately 50 pumped seasonally), 3 holding tanks at Franklin Lake and Kentuck Lake campgrounds, and 3 septic tanks at Franklin Lake. Zone 2 (Lakewood/Laona) comprises 67 vault toilets (approximately 60 pumped seasonally), 1 holding tank at Boot Lake, and 11 septic tanks at Boulder Lake. The Forest Service estimates approximately 125 pumping requests annually between May and October across both zones, though actual numbers may vary. Additional pumping requests beyond 125 may be requested with corresponding contract funding adjustments. Not all tanks require annual pumping.
