ANGELES NATIONAL FOREST

ANF SO Elevator Service Contract FY24

STATEMENT OF WORK

SCOPE OF SERVICES

The Contractor shall provide all personnel, equipment, supplies, tools, material, supervision, and management to perform all routine, non-routine, preventative maintenance, and emergency repair services, in compliance with the ASME Safety Code requirements, the manufacturer’s recommendations, the Elevator Industry Field Employees’ Safety Handbook, National Electrical Code, and all other applicable laws, regulations, rules, ordinances, and codes. Maintenance visits are to examine, maintain, adjust, and lubricate the components listed below. The Contractor shall repair, replace and/or service a piece of elevator equipment, component or part of the elevator system as is required in a well-planned preventative maintenance program. All preventative maintenance scheduled for each month must be completed during the month. The Contractor will also maintain a log for each elevator. The log shall be used to indicate all repairs, replacement of parts, and adjustments performed. Offers should verify the accuracy of this information with on-site inspections prior to proposal submission. Verification of the equipment inventory is the responsibility of the Contractor. The inventory provided herein represents the most accurate and current record of equipment and systems. The building and equipment statistics contained below should be of interest, but in no way modify the requirements of FAR 52.237-1, Site Visit.

TRACTION ELEVATOR SYSTEM

RELAY LOGIC CONTROL SYSTEM

All control system components.

MICROPROCESSOR CONTROL SYSTEM

All control system components. System performance examinations will be conducted to ensure that dispatching and motion control systems are operating properly.

GEARED/GEARLESS MACHINES

All geared and gearless machine components.

WIRING

All elevator control wiring and all power wiring from the elevator equipment input terminals to the motor.

CAR EQUIPMENT

All elevator control system components on the car.

HOISTWAY AND PIT EQUIPMENT

All elevator control equipment, car and counterweight buffers, overspeed governors, governor tension sheave assemblies, and car and counterweight safeties.

RAILS AND GUIDES

Guide rails, guide shoe gibs, and rollers.

HOIST ROPES

Hoist ropes will be lubricated and adjusted for equalized tension.

DOOR EQUIPMENT

Automatic door operators, hoistway and car door hangers, hoistway and car door contacts, door protective devices, hoistway door interlocks, door gibs, and auxiliary door closing devices.

MANUAL FREIGHT DOOR EQUIPMENT

Switches, retiring cams, interlocks, guide shoes, sheaves, rollers, chains, sprockets, tensioning devices, and counter-balancing equipment.

POWER FREIGHT DOOR EQUIPMENT

Controller, relays, contactors, rectifiers, timers, resistors, solid state components, door motors, retiring cams, interlocks, switches, guide shoes, sheaves, rollers, chains, sprockets, and tensioning devices.

SIGNALS AND ACCESSORIES

Car operating panels, hall push button stations, hall lanterns, emergency lighting, car and hall position indicators, car operating panels, fireman 's service equipment and all other signals, and accessory facilities furnished and installed as an integral part of the elevator equipment. Re-lamping of signal fixtures is included only during maintenance visits. Service requests for relamping of signal fixtures will be billed separately at quoted labor rates.

HOURS OF SERVICE

All services described above will be performed during the regular working hours, Monday through Friday, 8:00 am to 4:30 pm, unless otherwise agreed in advance.

SERVICE REQUESTS (CALLBACKS)

In addition to the work described in the Scope of Services, this contract will include periodic service requests for service during the regular working hours of the regular working days of the elevator trade. Service requests are defined as services that require immediate attention and that are within the scope of services. Service requests outside the scope of services will be billed separately at Contractor's current labor rates and material prices. Service requests that require more than one technician or more than two hours to complete will be treated as a repair and scheduled in accordance with the Hours-of-Service section above. Periodic service requests (callbacks) are estimated to occur at 9 visits per year. Travel time for overtime call outs shall not exceed 2 hours chargeable. Travel time for regular time service call outs are not billable.

EMERGENCY CALLS

The Contractor shall respond to emergency repair calls within two (2) hours from the time of notification during normal business hours and within four (4) hours from the time of notification at times other than normal business hours that the elevators and auto doors are out of service. A call of this type would suggest that there are trapped persons, or the elevator and auto door condition could result in life, health, safety or property endangerment, or could have an adverse effect upon personnel, equipment and mission accomplishment. Emergency service shall be provided, 24 hours a day, seven (7) days a week. If this type of call requires emergency repair, the Contractor shall prepare and submit to the Government a quote prior to repairs and detailed written report within two (2) calendar days after the emergency repair. The report shall include the date and time of the service call, the location of the elevator, the repairs performed, and the name of the technician performing the repairs.

MONTHLY AND ANNUAL TESTING SERVICES

The contractor shall schedule and perform the Monthly Firefighters Service Test and Annual No Load Test at the recommended intervals as outlined by manufacturer recommendations and required by law. The Contractor shall provide a qualified employee to accompany the inspector during annual testing. This contract will not require the Contractor to perform inspection or certification services. The contractor will provide all record forms and certifications for annual testing within 5 business days of completion. All deficiencies found during testing will be documented and provided to the Contracting Officer’s Representative (COR) within 5 business days. Contractor shall be present for annual smoke sensor testing; COR shall coordinate smoke sensor testing at the time Contractor is performing the annual pressure testing, when possible.

SAFETY

Contractor shall require his/her employees to work within proper safety standards, practices and wear proper safety equipment required for each specific job, including the wearing of goggles, ear protection gloves and other appropriate safety equipment and protocols based on industry standards and the wellbeing of the property, building, vehicles and staff at all times.

CLEANING AND PROTECTION

A. During handling and installation of tools and/or chemicals, clean and protect all areas adjacent to the work being done. Apply protective covering where required to ensure protection from damage or deterioration to adjacent plants or structures.

B. Clean and maintain completed work areas as frequently as necessary through the remainder of the scheduled work period.
