About this file

This specification document details asphalt overlay work requirements for the Louisiana Department of Corrections (DOC) at two locations: Dixon Correctional Institute and Compound Four in Jackson, LA. The scope requires contractors to provide all labor, materials, tools, and equipment necessary to pour a 2" compressed asphalt overlay. The work involves overlaying parking lots with 2" compacted thickness asphalt, including 4" Hot Mix Asphalt patches for failure spots at the Dixon location. Both sites require milling of low spots, removal of debris, application of tack coating (SS1H or equivalent), and ensuring smooth transitions with existing roadways. Work hours are scheduled for 7:00 AM to 4:00 PM Monday through Friday, with prior coordination required with Maintenance Manager William Bunch.

The specifications mandate that all finished surfaces must be smooth with no voids, rough, or un-compacted areas, and completed work must prevent water pooling. All work must comply with National Asphalt Pavement Association industry standards and practices. The contractor must ensure proper surface preparation, including cleaning, tacking, and leveling of low places and potholes. Any unsatisfactory surfaces must be removed and replaced with new asphalt at the contractor's expense. No pricing terms or set-aside requirements are specified in this document.
