About this file
This is a Rough Order of Magnitude (ROM) Pricing Template for the Federal Railroad Administration's (FRA) Unmanned Aircraft Systems (UAS) market research initiative. The template is designed to support vendors in providing consistent, high-level cost estimates for UAS service delivery models rather than binding proposals. Vendors are instructed to submit ROM pricing for three utilization categories (low: 10-25 missions/week; medium: 25-75 missions/week; high: 75-150 missions/week) aligned with one or more of three delivery models: Government-Owned/Government-Operated (GOGO), Contractor-Owned/Contractor-Operated (COCO), or Hybrid (Contractor-Owned/Government-Operated or COGO). Pricing submissions should address hardware, sensor packages, data/photogrammetry processing, cloud storage, software licensing, maintenance/support, and hardware lifecycle costs.
Respondents must clearly document assumptions underlying their ROM estimates, including geographic coverage, mission quantities, equipment specifications, staffing models, and data processing approaches. The template explicitly states this is market research only and does not constitute a commitment by the government to contract. Vendors may optionally provide additional details on cost drivers, scaling considerations, and environmental pricing variations (urban versus rural). All applicable fields in the pricing worksheet must be completed, with "N/A" indicated for non-applicable fields, and vendors may include supplemental narrative as needed to support their delivery model recommendations and cost estimates.

Instructions UAS RFI Rough Order of Magnitude (ROM) Pricing Template – Instructions This pricing template is provided as part of market research effort to support the Federal Railroad Administration (FRA) in assessing potential delivery models and associated ROM’s for UAS services. This is not a request for proposal (RFP) and does not constitute a commitment by the Government.
To support evaluation of potential UAS delivery models, vendors are requested to align their Rough Order of Magnitude (ROM) pricing responses to the specific delivery model(s) proposed (e.g., Government-Owned/Government-Operated, Contractor-Owned/Contractor-Operated, Hybrid).
Pricing submissions should clearly reflect how costs differ based on the selected delivery model, including variations in staffing, flight operations, equipment, data processing, and sustainment.
Vendors should also identify key cost drivers associated with their proposed solution and document any assumptions used in developing the ROM estimate. This may include assumptions related to operational tempo, staffing model, data processing approach, connectivity constraints, and supporting infrastructure.
The intent of this pricing template is to enable a consistent, high-level comparison of delivery model approaches and associated cost considerations, rather than to obtain detailed or binding cost proposals.
General Guidance
| • | Provide a ROM, not binding quotes |
| • | Use best available assumptions based on typical operations |
| • | Pricing should reflect commercial practices when applicable |
| • | Clearly note any assumptions used in developing estimates |
Scope of Pricing Respondents are requested to provide a UAS flight operations ROM for the categories provided (low, medium, and high utilization) based on the following assumed costs:
| • | Hardware |
| • | Sensor Package |
| • | Data/Photogrammetry Processing |
| • | Cloud Storage |
| • | Software Licensing |
| • | Maintenance / Support |
| • | Hardware Lifecycle (years) |
| • | Training |
Delivery Model Alignment The ROM should align with the delivery model(s) recommended in your response:
| • | Government-Owned / Government-Operated (GOGO) |
| • | Contractor-Owned / Contractor-Operated (COCO) |
| • | Hybrid Model: Contractor-Owned, Government-Operated (COGO) |
*If multiple models are recommended, provide a ROM for each where feasible.
Assumptions & Notes Please include any key assumptions such as:
| • | Geographic coverage |
| • | Number of missions or inspections |
| • | Equipment type |
| • | Staffing model |
| • | Data processing approach |
Optional Inputs Vendors may optionally provide:
| • | Cost drivers (what impacts pricing most) |
| • | Scaling considerations |
| • | Pricing differences across environments (urban vs rural, etc.) |
Submission Notes
| • | Complete all applicable fields in the pricing worksheet |
| • | If a field is not applicable, indicate “N/A” |
| • | Additional narrative may be included as needed |
