About this file
This file establishes the Project Abstract Summary (PAS) requirement for all Department of the Interior financial assistance awards, mandated by OMB Memoranda M-21-20 and M-22-02 to ensure complete and accurate award descriptions on USAspending.gov. Applicants must submit a PAS document (maximum 1 page or ~4000 characters in 12-point Times New Roman font) alongside their proposal via Grants.gov, organized into five required sections: project title with plain language description, award purpose (without acronyms or agency-specific terminology), activities to be performed, deliverables and expected outcomes, and intended beneficiary(ies) and subrecipient activities if applicable. Upon award issuance, the PAS becomes publicly available on USAspending.gov.
The Cooperative Agreement for Affiliated Partner with the Rocky Mountains CESU, issued by the Department of the Interior U.S. Geological Survey under CFDA 15.808 (U.S. Geological Survey Research and Data Collection), focuses on mapping invasive grass-fire cycles in eastern sagebrush biome grasslands and identifying effective management strategies in collaboration with USDA and Wyoming Department of Agriculture. Eligible recipients must be participating partners of the Rocky Mountains CESU Program. The project aligns with Executive Orders 14308 and 14239, supporting wildfire prevention, community resilience, and Administration priorities including water security, infrastructure resilience, and natural hazard preparedness. Awards under CFDA 15.808 typically range from $30,000 to over $2 million for multi-year agreements, with recent application deadlines in July 2026 and processing times of 3 to 6 months.
