About this file

This is a Project Abstract Summary requirement document issued by the Department of the Interior in compliance with OMB Memoranda M-21-20 and M-22-02, mandating that all federal financial assistance awards include complete and accurate descriptions for publication on USAspending.gov. Applicants must submit a Project Abstract Summary alongside their proposals via Grants.gov, limited to one page or approximately 4,000 characters using 12-point Times New Roman font. The summary must contain plain language descriptions organized under the following sections: project title and award purpose (avoiding acronyms and agency-specific terminology), activities to be performed, deliverables and expected outcomes, intended beneficiaries, and any known subrecipient activities.

This requirement applies to the Cooperative Agreement for Affiliated Partner with the North Atlantic Coast Cooperative Ecosystem Studies Unit (CESU), administered by the U.S. Geological Survey under CFDA 15.808 (Research and Data Collection). The cooperative agreement supports research on invasive plant treatment strategies adapted for warming temperatures in the Northeast, addressing the need for updated control methods such as herbicide application and mowing techniques. Upon award issuance, the Project Abstract Summary becomes publicly available at USAspending.gov. Eligible applicants must be participating partners of the North Atlantic Coast CESU Program, and typical award sizes range from $30,000 to over $2 million for multi-year agreements. The program emphasizes alignment with Administration priorities including water security, infrastructure resilience, natural hazard preparedness, and restoration of scientific excellence standards.
