About this file

This file is a requirement document specifying the mandatory format and content for Project Abstract Summaries (PAS) that must accompany proposals submitted to the Department of the Interior under the Cooperative Agreement for Affiliated Partner with the Rocky Mountain CESU for SWOT mission research. The PAS requirement derives from Office of Management and Budget Memoranda M-21-20 and M-22-02, which mandate that all federal financial assistance award descriptions be made publicly available on USAspending.gov with complete and accurate information.

Applicants must submit a PAS of no more than one page (~4000 characters) using 12-point Times New Roman font that includes five required sections: project title, plain language award purpose description (avoiding acronyms and agency-specific terminology), activities to be performed, deliverables and expected outcomes, and intended beneficiary(ies) with any known subrecipient activities. The PAS must be submitted alongside the full proposal via Grants.gov, and upon award issuance, the summary becomes publicly available on USAspending.gov. The underlying cooperative agreement opportunity focuses on processing and analyzing Surface Water and Ocean Topography (SWOT) mission data to advance water resource monitoring capabilities across the United States, expanding monitoring from thousands to over 1 million locations while supporting critical resource management decisions and aligning with recent executive orders on energy and mineral resource priorities.
