About this file
This is a requirement document establishing the Project Abstract Summary (PAS) submission standards for Department of the Interior financial assistance awards. In accordance with OMB Memoranda M-21-20 and M-22-02, all applicants must submit a PAS alongside their proposal via Grants.gov to enable complete and accurate award descriptions on USAspending.gov. The PAS must include five key components: project title, award purpose in plain language (without acronyms or agency-specific terminology), activities to be performed, deliverables and expected outcomes, and intended beneficiaries and subrecipient activities if known. The document is limited to one page maximum (approximately 4,000 characters) using 12-point Times New Roman font. Upon award issuance, the PAS becomes publicly available on USAspending.gov.
This requirement applies to the Rocky Mountain Cooperative Ecosystem Studies Unit cooperative agreement opportunity, funded through USGS Research and Data Collection (CFDA 15.808), which supports research on bison ecology across western National Park units aligned with Executive Order 14303. The research involves data-driven modeling, field-based data collection, and accelerometer analysis from GPS collars across three National Park locations, with collaborative efforts between USGS and University partners to fill critical data gaps and inform public land management decisions. Awards under this program typically range from $40,000 to $500,000 with performance periods of one to five years, with proposals evaluated on scientific excellence and relevance to USGS mission objectives.
