About this file

This file is a requirement document establishing Project Abstract Summary standards for federal financial assistance awards administered by the Department of the Interior. All applicants must submit a Project Abstract Summary (PAS) not exceeding one page (~4000 characters) using 12-point Times New Roman font alongside their proposals via Grants.gov. The PAS must include the following organized sections: project title with plain language description avoiding acronyms and agency-specific terminology; award purpose; activities to be performed; deliverables and expected outcomes; intended beneficiaries; and subrecipient activities if known at the time of award. Upon issuance of the cooperative agreement, the Project Abstract Summary will be made publicly available at USAspending.gov in compliance with OMB Memoranda M-21-20 and M-22-02 requirements for complete and accurate financial assistance award descriptions.

This requirement applies to the Department of the Interior U.S. Geological Survey's Cooperative Agreement for affiliated Partner with the North Atlantic Coast Cooperative Ecosystem Studies Unit (CESU), which funds research on environmental DNA (eDNA) sampling to evaluate detection efficacy of Coconut Rhinoceros Beetle populations in Hawaii. CESU partners will co-develop sampling design and site selection with USGS scientists, conduct field sampling of palm tree trunks, and perform laboratory assays including technical replicates. The research aims to evaluate detection probability across varying distances from pheromone lures and inform biosecurity and port monitoring program designs. Funding falls under USGS Research and Data Collection (CFDA 15.808) with typical award ranges from $40,000 to $500,000 and performance periods of one to five years, administered through the Office of Acquisitions and Grants.
