About this file

This document is a requirement specification for Project Abstract Summaries mandated by the Office of Management and Budget for all Department of the Interior financial assistance awards. Applicants must submit a one-page Project Abstract Summary (approximately 4,000 characters maximum, 12-point Times New Roman font) alongside their Grants.gov proposal that includes the project title in plain language, award purpose avoiding acronyms, activities to be performed, deliverables and expected outcomes, intended beneficiaries, and any known subrecipient activities. Upon award issuance, this summary will be made publicly available on USAspending.gov in compliance with OMB Memoranda M-21-20 and M-22-02.

The underlying cooperative agreement opportunity, administered by the U.S. Geological Survey under CFDA 15.808 (Research and Data Collection), seeks a CESU partner to conduct research on remote sensing algorithm development and validation of remote sensing data products for evaluating phytoplankton communities in the Barataria estuary. The research aims to assess the effectiveness of remote sensing technologies for monitoring estuarine phytoplankton as lower trophic levels in aquatic food webs. The award aligns with multiple Executive Orders and Secretarial Orders focused on conservation, scientific integrity, wetland protection, and water resource management. Applications must be submitted through Grants.gov using Standard Form 424, with review by USGS scientists based on scientific excellence and relevance to USGS mission areas.
