About this file
This is a federal requirement document outlining the Project Abstract Summary (PAS) specifications for financial assistance awards issued by the Department of the Interior. All applicants must submit a PAS as part of their proposal via Grants.gov, which will be made publicly available on USAspending.gov in compliance with OMB Memoranda M-21-20 and M-22-02. The PAS must be organized into six key sections: project title with plain language description, award purpose (avoiding acronyms and agency-specific terminology), activities to be performed, deliverables and expected outcomes, intended beneficiaries, and any subrecipient activities. The document must not exceed one page or approximately 4,000 characters, formatted in 12-point Times New Roman font.
This PAS requirement applies to the Cooperative Agreement for Affiliated Partner with the Rocky Mountain Cooperative Ecosystem Studies Unit, a USGS Fort Collins Science Center initiative offering funding to universities capable of conducting research on plant species habitat detection using satellite information. The research focuses on phenology-informed detection models, model transferability across regions, spatial uncertainty analysis, and practitioner-focused delivery of results. The project addresses detection of invasive species and fire-promoting vegetation to support land management efficiency, with emphasis on applications aligned with Executive Orders 14303 (Restoring Gold Standard Science) and 14308 (Empowering Commonsense Wildfire Prevention and Response). This opportunity falls under CFDA 15.808 (U.S. Geological Survey Research and Data Collection), with estimated awards typically ranging from $40,000 to $500,000 for performance periods of one to five years.
