About this file
This is a guidance document outlining the Project Abstract Summary (PAS) requirement for financial assistance awards issued by the Department of the Interior in compliance with OMB Memoranda M-21-20 and M-22-02. All applicants must submit a PAS alongside their proposal via Grants.gov to ensure complete and accurate award descriptions are posted on USAspending.gov. The PAS must be organized into five required sections: project title with plain language description, award purpose (without acronyms or agency-specific terminology), activities to be performed, deliverables and expected outcomes, and intended beneficiaries and subrecipient activities if known at the time of award. The document must not exceed one page or approximately 4,000 characters, formatted in 12-point Times New Roman font. Upon issuance of the cooperative agreement, the PAS will become publicly available on USAspending.gov.
In the context of the referenced federal grant opportunity, this requirement applies to a cooperative agreement offered by the U.S. Geological Survey through the Gulf Coast Cooperative Ecosystem Studies Unit (CESU) program for research characterizing tidal creek water chemistry in fresh and salt marshes in Barataria Basin, Louisiana. The research supports development of a decision support tool to assess wetland recovery in response to the Deepwater Horizon oil spill damage and restoration efforts under the Oil Pollution Act of 1990 and the related Trustee Council Standard Operating Procedures. Applicants pursuing this cooperative agreement must include a comprehensive PAS describing their project's scope, objectives, and expected outcomes in the specified format to meet federal transparency and accountability requirements.
