About this file
This document is a template specifying the requirements for a Project Abstract Summary (PAS) that must accompany proposals submitted to the Department of the Interior for financial assistance awards. The PAS must be organized into six required sections: project title, award purpose (in plain language without acronyms), activities to be performed, deliverables and expected outcomes, intended beneficiaries, and subrecipient activities if applicable. The PAS is limited to one page or fewer with approximately 4,000 characters maximum, formatted in 12-point Times New Roman font. This requirement derives from OMB Memoranda M-21-20 and M-22-02, which mandate that federal agencies provide complete and accurate award descriptions for public reporting on USAspending.gov. Upon award issuance, the PAS will be made publicly available on that federal database.
The related grant opportunity is a Cooperative Agreement from the U.S. Geological Survey (USGS) under the Hawaii-Pacific Island Cooperative Ecosystem Studies Unit (CESU) program, funded under CFDA 15.808 (U.S. Geological Survey Research and Data Collection). The award will support research evaluating the economic impact of brown treesnake-caused power outages in Guam, including analysis of economic tradeoffs between different control approaches based on the number and type of outages prevented. Applications must be submitted through Grants.gov using Standard Form 424, and recipients are subject to 2 CFR Part 200 audit requirements with records retention obligations for three years following the final financial report submission.
