About this file

This file is a requirement document specifying the Project Abstract Summary (PAS) format mandated by the Department of the Interior for all financial assistance awards under OMB Memoranda M-21-20 and M-22-02. Applicants must submit a PAS not exceeding one page or approximately 4,000 characters in 12-point Times New Roman font alongside their proposal via Grants.gov. The PAS must include a plain language project title and description, award purpose, activities to be performed, deliverables and expected outcomes, intended beneficiaries, and any known subrecipient activities. Upon award issuance, the PAS becomes publicly available on USAspending.gov to ensure complete and accurate financial assistance award descriptions.

For the specific Gulf Coast CESU cooperative agreement opportunity, the PAS should address the USGS Water Resources Mission Area initiative to evaluate the Skydio Dock for X10 remote sensing platform's operational readiness. The project involves flying unmanned systems beyond visual line of sight, collecting image velocimetry data for river discharge computation, transmitting imagery via satellite communications and cloud services, and developing processing workflows. Testing will occur at Bureau of Reclamation's Green Mountain Reservoir, which hosts co-located USGS streamgages for verification, with integration of artificial intelligence to improve water mask identification and vegetation detection in support of the Next Generation Water Observing System's mission.
