About this file
This is a requirements document for the Project Abstract Summary (PAS), a mandatory submission element for all financial assistance awards issued by the Department of the Interior in compliance with Office of Management and Budget Memoranda M-21-20 and M-22-02. The PAS must be submitted alongside the proposal via Grants.gov and will be publicly posted on USAspending.gov upon award issuance. The document is structured to capture five essential components: project title in plain language; award purpose avoiding acronyms and agency-specific terminology; activities to be performed; deliverables and expected outcomes; and intended beneficiary information including any known subrecipient activities.
The PAS is subject to a strict formatting requirement of one page or less, not to exceed approximately 4,000 characters, using 12-point Times New Roman font. This submission requirement applies to the California Cooperative Ecosystem Studies Unit (CESU) Cooperative Agreement opportunity, a research initiative funded under USGS Research and Data Collection (CFDA 15.808) through the Department of the Interior's U.S. Geological Survey. The project aims to address mercury contamination in recreational and sports fish across hydroelectric reservoirs, managed wetlands, and lakes through collaborative research between USGS and a CESU partner, focusing on understanding methylmercury formation processes and their response to management actions to inform data-driven mitigation strategies.
