About this file

This file is a requirement document outlining the Project Abstract Summary (PAS) specifications mandated by the Department of the Interior for all financial assistance awards under the Cooperative Agreement for the North Atlantic Coast Cooperative Ecosystem Studies Unit. The Department requires all bureaus and offices to provide a Project Abstract Summary compliant with Office of Management and Budget Memoranda M-21-20 and M-22-02 for USAspending.gov transparency purposes.

The Project Abstract Summary must be organized into specific sections: project title with plain language description, award purpose (avoiding acronyms and agency-specific terminology), activities to be performed, deliverables and expected outcomes, intended beneficiary(ies), and any known subrecipient activities. The document is limited to one page or fewer than approximately 4,000 characters, using 12-point Times New Roman font. The completed Project Abstract Summary must be submitted alongside the proposal via Grants.gov and will become publicly available on USAspending.gov upon cooperative agreement issuance. The underlying cooperative agreement opportunity focuses on CESU partner research into avian influenza immunological and ecological dynamics in wild bird species, administered by the U.S. Geological Survey under CFDA 15.808 (U.S. Geological Survey Research and Data Collection). The program supports research advancing understanding of avian influenza ecology and host susceptibility through transcriptomics paired with traditional infection and serologic testing methods.
