About this file

This is a Pricing Proposal attachment for the County of Orange, OC Community Resources' Request for Proposal for Maintenance and Administration Services for Irvine Ranch Open Space (RFP No. 012-2671002-KC). The proposal solicits comprehensive pricing for services across multiple categories: natural resources services including invasive weed and pest survey and control (500 acres treated annually), habitat restoration and enhancement (50 acres annually across multiple habitat types), and biological monitoring and research for the entire Irvine Ranch Open Space. Additional service categories include communications and public outreach, programming and activities, and volunteer services. Maintenance services are specified with detailed quantities, including mowing of 1,425,600 linear feet of trails, brushing of 1,557,600 linear feet of trails, and trail maintenance and repair of 135,000 linear feet of single-track trails. The RFP requires respondents to provide detailed cost breakdowns for all labor classifications, equipment, materials, supplies, software, GIS support, data analysis, reporting, and administration costs. The proposal deadline was October 3, 2024, at 2:00 pm, with a non-mandatory pre-proposal meeting scheduled for August 22, 2024. The contract is structured as a firm fixed-fee arrangement for one year with potential renewal options, subject to Board of Supervisors approval if the total annual contract amount exceeds $200,000 or the total contract value exceeds $1,000,000.

The pricing proposal requires respondents to submit unit costs for various service categories including per-acre pricing for weed and pest control and habitat restoration work, with flexibility to provide habitat-type breakdowns. Maintenance and mowing services must include pricing for specific line items such as weed abatement, fuel modification, mowing at specified heights, trail brushing, fire road trimming, trail maintenance and repair, fencing repairs, gate maintenance, and miscellaneous maintenance requests. Respondents must calculate annual costs based on specified work volumes and submit an annual contract not-to-exceed amount. The document does not specify set-asides for disadvantaged enterprises or identify incumbent contractors. No explicit funding source or total budget ceiling is stated in the pricing proposal; however, the related contract opportunity indicates the contract requires Board of Supervisors approval for amounts exceeding $200,000 annually, suggesting the anticipated cost falls within this range.
