LABOR CATEGORY DUTIES AND QUALIFICATIONS

Contractor shall have demonstrated expertise and experience to perform the tasks detailed in this Performance Work Statement. The following positions are considered Key Personnel.

Contractor Project Lead Manager (PL). Contractor shall assign a Program Lead as the primary point of contact for the Government and shall designate the PL as Key Personnel.

• Project Lead Manager (With ATF Clearance and Top-Secret DOJ) Direct all activities in support of the Raven’s Challenge Program Manager and responsible for directing and administering critical duties that include but are not limited to:

1. Oversight and coordination of all contracted employees activities obligated to support of the program.

2. Manages the application and tracking of ODC expenditures, which include travel, and purchase of supplies and equipment to effectively conduct program execution.

3. Supports Program Manager at professional conferences, symposiums and other public engagements designed to promote and enhance the program, as directed.

4. Oversees and manages all deliverables.

5. Has purchase authority for ODC equipment and supplies procurement.

Qualifications Required:

• The PL shall have an advanced degree (Bachelors) in engineering management or related field and a minimum of fifteen (15) years conducting senior-level oversight over research, development, test and evaluation T&E) activities of EOD-related technologies.

• PL must have a demonstrated solid understanding of the development cycle, application, applied use and operational limitations of a broad range of technologies currently in use by US ARMY EOD personnel.

• PL must have demonstrated experience in conducting successful identification and validation of improvised tools in support of EOD and CIED missions, that have been approved for operational use by the US ARMY.

• PL must have a demonstrated ability to convert field expedient equipment methods into documented usage and have the technical writing skills to complete the technical writing to advance the equipment into the required system for all military services.

• Two (2) years of experience supporting Raven’s Challenge Exercises as an OC or primary staff.

• PL shall be trained and currently certified in the Homeland Security Exercise and Evaluation Program (HSEEP), and have experience planning, assessing, and validating capabilities according to the methodologies outlined in the HSEEP process.

EOD (Subject Matter Expert) (Mil). Contractor shall provide one Subject Matter Expert (SME) qualified program person to support the Vulcan’s Forge effort.

• EOD SME Mil (With ATF Clearance and Top-Secret DOJ)

1. Shall solicit DIY tools from the EOD Community

2. Shall identify those tools that fill a void in the current EOD equipment inventory

3. Shall participate in the identification of accessible components and creation of directions to formulate directions on the build and use of the completed tools

Qualifications Required:

• Ability to obtain a Top-Secret Clearance and must be currently ATF Cleared for ATF Systems access.

• Bachelor’s Degree or equivalent experience.

• Graduate of US Navy Explosive Ordnance Disposal School and have over 15 years of operational Explosive Ordnance Disposal experience.

• Shall have a minimum of 10 years of extensive experience supporting EOD operations for US military missions and have experience conducting operational assessments of a wide range of equipment currently in use by EOD personnel.

• Shall have a minimum of two (2) years experience supporting Raven’s Challenge Exercises as an OC or primary staff.

• Must have a demonstrated ability to convert field expedient equipment methods into documented usage and have the technical writing skills to complete the technical writing to advance the equipment into the required system for all military services.

• Fully qualified in all Homeland Security Exercise and Evaluation Program (HSEEP) requirements, completed HSEEP Basic Certification K0146 and certified as a Master Exercise Practitioner Program (MEPP) Course K0136 from FEMA Emergency Management Institute.

• Fully competent in all Microsoft Office Suites.

FIRST RESPONDER R&D SUPPORT Task Lead – KEY PERSONNEL – 1 FTE

Contractor shall assign a First Responder R&D Support Task Lead as the primary point of contact for the Government on Task 4.2. The First Responder Task Lead shall be designated as Key Personnel.

Qualifications Required:

• A bachelor’s in engineering or related field and a minimum of ten (10) years supporting research, development, test and evaluation (RDT&E) activities of first responder-related technologies.

• Must have a minimum of five (5) years’ experience conducting operational assessments of a wide range of equipment currently in use by PSBS and tactical personnel.

• Demonstrated solid understanding of the development cycle, application, applied use and operational limitations of a broad range of technologies currently in use by public safety bomb technicians, tactical teams and other first responder personnel.

• Demonstrated three (3) years’ experience in conducting successful identification and validation of improvised tools in support of CIED and tactical missions.

• Demonstrated ability to convert field expedient equipment methods into documented usage and have the technical writing skills to complete the written products needed to advance the tools into the required system for State and local first responders.

• Must have current Top-Secret Clearance and be ATF Cleared.

• Must be a graduate of US Navy Explosive Ordnance Disposal School or the FBI’s Hazardous Devices School with over fifteen (15) years of CIED operational experience.

Preference will be given to candidates who have completed both NAVSCOL EOD and HDS, and have both military and public safety operational experience.

• Must also have demonstrated operational experience supporting a tactical team and mission.

• Must be Homeland Security Exercise and Evaluation Program (HSEEP) certified.

• Must be fully competent in all Microsoft Office Suite tools.

1) PUBLIC SAFETY BOMB TECHNICIAN (PSBS) SME – 2 FTE

Contractor shall provide two (2) PSBS SMEs to support the Task 4.2. PSBS SMEs shall each have a minimum of ten (10) years of experience as an operational member of a Federal, State or local public safety bomb squad.

PSBS SMEs must have demonstrated direct experience conducting operational assessments of a wide range of equipment currently in use by PSBS personnel. PSBS SMEs shall also have demonstrated direct experience in conducting successful identification, validation, and publication of improvised tools in support of tactical missions, that have been approved for use by the FBI.

PSBS SMEs shall be trained and currently certified in the Homeland Security Exercise and Evaluation Program (HSEEP), and have experience planning, assessing, and validating capabilities according to the methodologies outlined in the HSEEP process.

2) TACTICAL OPERATIONS SME – 2 FTE

Contractor shall provide two (2) Tactical Operations SMEs to support the Task 4.2. Tactical Operations SMEs shall have a minimum of ten (10) years of experience as a member of a Federal, State or local tactical operations team.

Tactical Operations SMEs must have demonstrated direct experience conducting operational assessments of a wide range of equipment currently in use by tactical teams and personnel.

Tactical Operations SMEs shall also have demonstrated direct experience in conducting successful identification, validation, and publication of improvised tools in support of tactical missions, that have been published for
