About this file

This is a Qualified Product Policy document issued by the South Carolina Department of Transportation (SCDOT) establishing specifications and approved manufacturers for cold-applied sealants used in bridge joint applications. The policy specifies that cold-applied bridge joint filler material must be a polymeric elastomeric two-component sealant meeting or exceeding ASTM C 920 standards for multiple-component self-leveling materials, or alternatively, a self-leveling, cold-applied, rapid cure, two-part, ultra-low modulus, 100 percent silicone rubber sealant capable of accommodating movements up to plus or minus one-half inch for bridge joints one to three inches wide. Backer rods must consist of circular cross-section closed-cell polyethylene foam, generally one-eighth inch greater in diameter than the joint width. All materials must be installed according to manufacturer instructions and sourced only from SCDOT's qualified product list.

Manufacturers seeking qualification must demonstrate that their materials meet specifications, perform successfully in applications within South Carolina and other states, and will be used in SCDOT work. Qualified manufacturers must provide technical data sheets and furnish certifications with each shipment confirming compliance with SCDOT specifications. Shipment containers must be clearly marked with manufacturer name or trademark, lot number, component type, and shelf-life expiration date. The qualified product list includes nine approved manufacturers offering polymeric elastomeric sealants and silicone sealants from companies including W.R. Meadows of Georgia, Lion Oil Company, Sika Corporation, Pecora Corporation, BASF Corporation, The Dow Chemical Company, Watson Bowman Acme, and EMSEAL Joint Systems Ltd. Inquiries regarding product qualification should be directed to Caleb Gunter, PE Structural Materials Engineer, at the SCDOT Office of Materials & Research.

Cold applied bridge joint filler material shall be a polymeric elastomeric two component sealant recommended by the manufacturer for use in bridge joints and shall meet or exceed the requirements of ASTM C 920 for a multiple component self-leveling material.

Silicone Sealant. As an alternative to the above, the contractor has the option to use a self-leveling, cold applied, rapid cure, two-part, ultra low modulus, and 100 percent silicone rubber sealant. Material is packaged such that no pre-mixing on measuring is required. The sealant is capable of accommodating movements up to + 1/2 inch for bridge joints 1 to 3 inches wide.

Backer Rod. The backer rod is circular cross-section and consists of closed cell polyethylene foam. Generally it will be 1/8" greater diameter than the joint width.

All materials are installed in accordance with the manufacturer's instructions.

Only material from sources appearing on the Department's qualified product list entitled 'Qualified Cold Applied Sealants for Bridge Joints' are used in the work. A manufacturer may request to be included on the list by successfully demonstrating that his material meets the specification above, performs in applications in this state and other states and will be used in SCDOT work. Further, a manufacturer furnishes technical data sheets describing the material and its application. For each shipment, he furnishes a certification stating that the material furnished meets the South Carolina Department of Transportation specifications. The shipment containers are plainly marked with the manufacturer's name or trademark, the lot number, component type, and a clear date indicating shelf life expiration date.
