About this file
This Scope of Work document pertains to a competitive negotiation by the South Carolina Department of Parks, Recreation and Tourism (SC PRT) in partnership with the U.S. Army Corps of Engineers (USACE) for the development of a commercial property at Lake Hartwell. SC PRT seeks proposals from qualified developers and investors to sublease and develop a 325-acre peninsula property extending into Lake Hartwell, featuring over seven miles of shoreline and limited existing infrastructure. The property is located between Atlanta, Georgia and Charlotte, North Carolina, near the South Carolina Welcome Center. Proposed projects must be commercial in nature, designed for short-term public use, and must comply with all applicable local, state, and federal regulations. Residential developments, timeshare arrangements, and camping facilities are explicitly prohibited. The selected Offeror will be responsible for all infrastructure development, including roads and utilities. SC PRT currently holds a 25-year lease with USACE with possible 25-year extension options, and the sublease term may extend up to 50 years, subject to negotiation and approval.
Offerors must submit comprehensive proposals including proposed sublease terms, user fees, sublease payments, and a sliding-scale lease rate formula based on acreage use and project scope. Annual financial statements must be prepared by an independent Certified Public Accountant in accordance with AICPA standards, and sublease payments will be based on audited annual gross receipts, due within 60 days of fiscal year end. No state funding will be used for the project, and the selected Offeror bears all costs for environmental documentation, compliance, and infrastructure development. Environmental assessments must be completed at the Offeror's expense and approved by USACE prior to sublease execution. The Offeror must maintain a 150-foot setback from the 670-foot contour of Lake Hartwell, obtain USACE approval for vegetation clearing, and remit revenue from timber sales to USACE. All proposals are subject to review and approval by both USACE and the State Fiscal Accountability Authority before execution, with final terms negotiable after proposal evaluation.
