About this file

This is a Digital Maturity Assessment scoring matrix for the Commonwealth of Pennsylvania's Agile Digital Development ITQ (Invitation to Qualify), designed to evaluate vendor technical capabilities in delivering digital solutions to Pennsylvania's executive agencies. The assessment evaluates seven key dimensions of digital service competency: Agile/Iterative Development, Human-Centered Design, DevOps, Security, Accessibility, Technical Proficiency, and Digital Service Playbook alignment. Vendors self-assess their capabilities across three maturity levels, with Level 1 representing limited understanding and application, Level 2 demonstrating compliance with general standards, and Level 3 reflecting comprehensive and proactive implementation of practices. The scoring system requires vendors to enter numeric values (0-3) in designated cells, with a zero indicating no support in a specific area and counting as a neutral score rather than a disqualification.

The assessment emphasizes that accurate self-scoring supports the Commonwealth's understanding of vendor strengths and areas for growth, ultimately enabling successful partnerships in delivering high-quality digital services. Vendors must register as Procurement Vendors with the Commonwealth of Pennsylvania, obtain a six-digit vendor number through the PA Supplier Portal, and complete all qualification requirements through the PA JAGGAER Portal, which is the only accepted method for submitting qualifications. The assessment includes requirements for vendors to provide supporting artifacts, links, examples, or case study references to substantiate their capability claims. This contract replaces the previous Agile Digital Development Master Contract 4400032059 with Contract 4400034815 as of June 24, 2026, and prohibits the purchase of hardware, software, and staff augmentation services.

Introduction Digital Maturity Vendor Score Matrix

Technical Qualifications

Objective: Evaluate your company's technical capabilities in delivering digital solutions.

Relevance: Demonstrates your company's ability to implement, manage, and support technical aspects of digital services, ensuring the government can rely on your solutions for efficiency and innovation.
Importance: Strong technical qualifications indicate your proficiency in critical areas such as software development, data management, cybersecurity, and user experience design, all vital for successful government projects.

Steps:

1. Review Statements: Carefully examine each statement related to corporate capabilities.
2. Honest Assessment: Reflect on your company's current technical expertise and resources.
Scoring:
Enter a "0" in a blank if your company does not provide that specific service.
Provide accurate scores for services you do offer to reflect your company's true capabilities.

Supplemental Information: Provide links, examples, or statements that support your ranking if that information is not already provided in the DSC Case Studies.

Important Note

A lower score in some areas doesn't disqualify your application. This assessment helps us understand your company's potential to provide effective digital solutions to the government. It also identifies areas where further development may be beneficial, enabling us to support your growth and readiness for future projects.

By providing accurate information, you help us better understand your strengths and areas for growth, ultimately supporting a successful partnership in delivering high-quality digital services to the public.
