About this file

This is a Statement of Work (SOW) for HC-27J aircraft integral fuel tank repair and flight deck window frame stripping services for the U.S. Coast Guard (USCG). The work involves repair services for HC-27J 2703 aircraft flight deck window frames and integral fuel tanks, to be conducted in three phases.

The contractor must be an FAA Authorized Repair Center with ISO 9000 compliance or equivalent quality system. The work includes de-sealing flight deck window frames using high-pressure water blast systems (Phase 1), conducting fuel tank inspections and leak detection (Phase 2), and performing fuel tank repairs (Phase 3). Key requirements include using water containment systems, following OSHA standards, providing detailed damage reports with photos and maps, and completing Phase 3 within 30 calendar days. The contractor must warranty the work for 90 days after Phase 3 acceptance. The government will provide hangar space, disposal containers, and technical documentation, while the contractor must supply all necessary tools, equipment, and materials meeting SAE Aerospace Standards. Work hours are Monday-Friday 0600-2400 and Saturday 0600-1400, with specific certifications required from FAA, EASA, DOD, or NADCAP.

STATEMENT OF WORK (SOW)

HC-27J Integral Fuel Tank Repair & Flight Deck Window Frame Stripping 2703

8. The government will maximum fuel the aircraft and, after a 12-hour minimum soak check, the contractor will inspect all fuel tanks for leaks.

9. If leaks exist, repeat steps 1 through 8.

6. CONTRACTOR FURNISHED EQUIPMENT

The contractor shall provide all necessary materials, labor, tooling, fuel cell venting equipment, de-seal machinery, manual de-seal tools, sealant compounds, sealant application consumables, tank access tools, fuel tank entry clearance certification, and ALC mandated Personal Protective Equipment.

7. GOVERNMENT FURNISHED EQUIPMENT

The government shall provide hangar space, wastewater containment storage containers, hazmat disposal containers, fuel bowser, compressed air, all aircraft replacement parts, maintenance checklists, technical orders, publications, and repair specifications.

8. INSPECTION AND ACCEPTANCE

The contractor Quality Assurance (QA) representative shall inspect all work performed prior to the government's final acceptance of the work. Once contractor QA is complete, an inspection will be performed by ALC QA personnel for quantity, condition, and compliance with this SOW. The contractor will supply a work acceptance agreement and once the work acceptance form has been signed by both parties, a copy will be provided to the contractor and the USCG Contracting Officer.

Any integral fuel cell leaks following the work acceptance shall be addressed as a warranty item.

9. TERMS AND CONDITIONS

The contractor shall warranty that the aircraft fuel tanks will be free from defect/leaks for ninety calendar days after Phase 3 acceptance. If leaks are detected after the aircraft has left the USCG ALC but still within the ninety-day warranty time frame, the travel and equipment shipping costs will be incurred by the contractor. Only contractor warranty repairs INCONUS will be incurred by the contractor.

10. TECHNICAL/REQUIREMENTS PERSONNEL CERTIFICATIONS

I certify this requirement meets the Government's minimum need and that the supporting data, which forms a basis for this justification, is complete and accurate.
