Statement of Work Chippewa National Forest Cass County

Introduction:

The Forest Service is contracting wastewater operations oversight and monitoring with a Minnesota certified operator for our Class D Facility at Norway Beach Recreation Area near Cass Lake.

Facility Layout:

Norway Beach Recreation Area Treatment Plant #MN0052701 serves four campgrounds, one trailer dump station, a picnic area bathroom and Visitor Center. The Recreation complex is open from May 1 through the end of September.

The treatment system is a three-cell stabilization pond system. There are four lift stations that are part of the operation. One serves Cass Lake Campground and is in the bathroom building chase way. The other three lift stations are located out of doors. Each has two submersible pumps and a control panel. One is in front of the Norway Beach Visitor Center, which takes wastewater from the Cass Lake Campground, the picnic area bathroom, and Norway Beach Visitor Center. Norway Beach Campground also has a lift station that takes water from the Cass Lake and VIC lift stations as well as two Norway Beach bathrooms/showers and the dump station. This lift station line goes to Cell 1 at the wastewater plant. The final lift station is at W Anaki campground, which serves Chippewa and W Anaki bathrooms/showers and pushes effluent into cell 1.

The treatment plant consists of three ponds. Cell 1 and Cell 2 are aerated. The volume of these ponds is approximately 100,000 and 500,000 gallons respectively. Cell 3 is a finishing pond that holds 40,000 gallons. Water from here is sprayed onto four peat/sand filter beds. The beds have a total area of 0.72 acres. The ponds are designed for an average flow of 42,250 gallons per day (gpd) with a five-day biochemical oxygen demand strength of approximately 445 milligrams per liter (mg/I). The facility is over-designed. The flow to the plant is estimated at 5,000 gpd during the 120-day season or 600,000 gallons per season. The plant is a Class D facility, MPCA permit #0052701.

Forest Service Shall:

-Provide a point of contact for the Operator.

-Be in charge of installing the lift stations each spring as well as pulling and winterizing them in the fall.

-Mow peat beds.

-Perform larger tasks such as cutting brush around the fence line, spraying down the liners in the fall.

-Check pond liners for tears or holes and repair each spring.

Scope of Work The contractor will:

1. Certifed Operator Requirements:

a. Must a certified MN MPCA licensed operator

b. Visit the wastewater facilty at least twice per month with a miniumum of 2 hours per visit per Minnesota Poluution Control Agency requirements.

c. Regulate fluid levels in ponds as needed to maintain proper levels

d. Assure that all MPCA permit requirements are met regarding the DMR’s

e. Provide a log book, take and record all necessary measurements that are needed for monthly reports. Document needed maintenence and repair work and notifies Forest Service Contact regarding maintenance items

f. Consult label analysis results before spraying water on the peat beds to assure that permit requirements are met for fecal coliform

g. Register for an e-service account with the Minnesota Polution Control Agency to submit eDMR’s mohtly to the MPCS by the required due date

h. Submit by mail or email a copy of the DMR to a Forest Service representative (to be named) on or before the 20th of each month that the eDMR is due.

i. Prepare an annual summary of work by September 30th

j. Responsible for preparation, submittal and costs sample analysis to RMB environmental

2. Sample Collection for required monitoring:

a. Sample collection includes quarterly sampling at eight groundwater monitoring wells in May, July and September

b. Influent and effluent are sampled monthy from May through September

c. The certified operator/contractor will provide all of the required tools and equipemt needed to perform the testing required by the MPCA
