About this file
This is a Statement of Availability for a Management Improvement Consultant position in Pupil Transportation for the Commonwealth of Kentucky (RFP 540 27000000026). The document establishes the availability requirements and evaluation criteria for vendor responses to this consulting opportunity. Offerors must specify an exact number of hours available per week, with responses evaluated on a comparative basis where the vendor offering the highest availability receives maximum points and other vendors are scored proportionally based on their hours relative to the highest bidder. Vendors must also declare any availability restrictions during the contract period or indicate if none exist. The position requires travel throughout the Commonwealth, and vendors must confirm their willingness to fulfill this travel requirement, including potential overnight travel.
The evaluation framework allocates points based on availability, with scoring calculated by dividing each offeror's proposed hours by the highest-bidding offeror's hours and multiplying by the total available points for the criteria. For example, if 100 points are allocated and the highest bidder offers 30 hours per week, that vendor receives 100 points while a bidder offering 27 hours per week would receive 90 points. Offerors are required to provide clear numerical responses rather than ambiguous statements such as "as needed" or "as many as needed" to ensure objective evaluation. All vendors must explicitly confirm or decline their ability to travel throughout Kentucky and undertake overnight travel when required.

RFP 540 27000000026
Vendor Name
Availability Offeror shall indicate and estimated number of hours available per week. Offeror shall not respond with As Needed, As Many As Needed or any similar statement. For evaluation purposes offerors response must be a number.
Hours per week
Offeror with most available hours/week will receive maximum points. Offeror with the next most available hours/week receives points by dividing hours by the most available hours and multiplying that percentage by the available points. For example, if 100 points is allocated to the most availability criteria for this procurement, Offeror "A" bids 30 hours/week as the highest Offeror and receives the maximum 100 points (30/30 = 1 x 100 = 100). Assume Offeror "B" is the next highest Offeror at 27 hours/week, then "B" receives 90 points (27/30 = .90 x 100 = 90).
